2 PHASE III POSTING PERIOD  The Phase III posting period is for the posting of vacancies not previously filled during the Phase II Area-wide  Postings are open August 4, 2009 to August 11, 2009

3 PHASE III VACANCY POSTINGS  Posted via eCareer  Offices can create requisitions to announce their Supervisor CS and Supervisor DO vacancies via eCareer, Fri. July 24 through Wed. July 29

4 ELIGIBILITY TO APPLY  All qualified, remaining impacted EAS career employees can apply for available vacancies within the impacted employee’s Area APPLICATION PROCESS  Applicants will apply via eCareer, following the standard EAS process  Postings will use a revised qualification standards  Modified review and selection process for Supervisor CS and DO Phase III vacancies

® 5 QUALIFICATION STANDARDS  Supervisor Customer Services, EAS-17 Occupation Code  Supervisor Distribution Operations, EAS-17 Occupation Code  Revised effective July 24, 2009  Revised standards cover KSAs previously assessed on ASP examination and through ASP training

® 6 CURRENT QUALIFICATION STANDARDS  Functional Knowledge  Performance Measurement  Communication Skills  Eligibility limited to ASP graduates, and lateral & downgrade reassignments

® 7 QUALIFICATION STANDARD CHANGES  No assumption that applicants have completed ASP training  Applicants will be assessed on: ●Performance Measurement ●Change Management ●Communication Skills ●Employee Focus ●Functional Administration ●Operations Management ●Personal Acumen ●Work Unit Planning

® 8 REVIEW and SELECTION PROCESS  Selection will be based on application review and structured interviews. SER will provide:  Selection process guidelines  Application review instructions, benchmarks, interview questions, and worksheets

® 9 Applicants apply to supervisor vacancies Pass ? Ineligible No Yes List of Applicants rated “Strong Demonstration” is forwarded to selecting official. “Acceptable Demonstration” category applicants forwarded for additional vacancies. Rated “Strong Demonstration”, “Acceptable Demonstration” or “ No Demonstration” Supervisor* Selection during Phase III of Repositioning Review Committee reviews application. A Review Committee is not required if the applicant pool consists of ten or fewer applicants. Review Committee conducts Structured Interviews. Selecting official interviews and makes selections. No interview necessary if Review Committee has already interviewed RC SO Selecting Official reviews applications and interviews eligible employees only, then makes selections. * Customer Service or Distribution Operations level 17 only Rated “Strong Demonstration”, “Acceptable Demonstration” or “No Demonstration”

® 10 REVIEWERS’ TRAINING  Training on conducting the application reviews and the interviews  For review committees and selecting officials  Provided via MeetingPlace Aug. 4 (in the P.M.) and repeated Aug. 6 (in the A.M.)

11 POST SELECTION  Selected employees will be required to complete a comprehensive set of training opportunities targeted to provide essential knowledge and specific skill development in the appropriate functional competency areas  Training guidelines will be distributed in alignment with position posting and selection periods
