PRIORITIES IN SECONDARY EDUCATION ANDRES R. ASSISTIN

BATAS PAMBANSA BLG. 232 September 11, 1982 AN ACT PROVIDING FOR THE ESTABLISHMENT AND MAINTENANCE OF AN INTEGRATED SYSTEM OF EDUCATION  It is the policy of the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development.  The State shall promote the right of every individual to relevant quality education, regardless of sex, age, creed, socio-economic status, physical and mental conditions, racial or ethnic origin, political or other affiliation. The State shall therefore promote and maintain equality of access to education as well as the enjoyment of the benefits of education by all its citizens.  The State recognizes that formal education, or the school system, in society's primary learning system, and therefore the main instrument for the achievement of the country's educational goals and objectives. In a declaration of basic policy, states:

Priority No. 1.FINANCIAL SUPPORT  Secondary education gets a share of only 14% of the total MECS Appropriation compared to 32% for State Colleges and Universities U.P Systems………………………..365,753,000 MSU’s…………………………………69, 598, , 351,000 We recommend: a.Full nationalization of the salaries of locally-funded hs teachers to a minimum of 1,500/mo. Priority No. 2. ENRICHMENT OF THE SEC  Re-direction of the existing curriculum towards values development, improved communication skills, and productivity within the equity and efficiency thrust of MECS.  Preparation for the quantity and quality graduates in the new elementary curriculum who will be secondary entrants in 1990.

Priority No. 3. STAFF DEVELOPMENT  Upgrading Secondary School Administrators’ Competencies  Effectively manage their respective organization  Enhance their knowledge of anticipated development in education  Implement educational reforms  Gain a good working knowledge of management tools/techniques and function for sound decision-making  Prepare a development plan

Priority No. 3. STAFF DEVELOPMENT  Upgrading Competencies of Secondary School Teachers  Secondary education has been identified by authorities as the “weakest link” in the Phil. Educational System  The Reorganization of the Department of Education and Culture in 1975 further enhanced the trend for national development through new patterns and new directions.

Priority No. 4. TEXTBOOK PRODUCTION Priority No. 5. UPGRADING OF SCHOOL PLANT, FACILITIES, SITES, BUILDINGS, LABORATORY, AND OTHER INTRUCTIONAL EQUIPMENT 1.GENERAL the priority in physical facilities development in secondary education is the upgrading of sites, buildings, and equipment This implies that the improvement of present school establishments to respond to curricular demands as well as to enrolment increase takes precedence over the creation of new ones

Priority No. 5. UPGRADING OF SCHOOL PLANT, FACILITIES, SITES, BUILDINGS, LABORATORY, AND OTHER INTRUCTIONAL EQUIPMENT 2. SCHOOL SITES  land use must be maximized  Reassessment of physical planning patterns 3. BUILDINGS 4. EQUIPMENT 5. RESEARCH AND DEVELOPMENT

1.Bring high school education to all the youth in the Phil.; 2.Deliver a relevant high school education to the youth of the rural areas; 3.Help improve life in the rural areas 4.Development of self-reliance in barangay schools. Priority No. 6. RATIONALIZING THE ESTABLISHMENT OF BARANGAY HIGH SCHOOLS: We Recommend 1.Strict observance of the requirements for its establishment; 2.Provision for its continued financial support for the barangay high schools; and 3.Provision for its proper administration and supervision. BUT THE PERFORMANCE IS VERY LOW!!!
