2 Vision to 2030 (Draft 1) “By 2030 all Lao population have equitable education access. Moreover, education has equitable quality regional and internationally in order to enable learners to have national awareness, good behavior, discipline, good health, become brave, with quality, become professionalism in self and nation development to reduce disparity between urban and rural areas to link with regional and international region”. 2

3 Vision to 2030 (Draft 2) “By 2030 all Lao population have equitable education access, develop education to have equitable quality, standard, modernization within regional and international region. Enable learners to have national awareness, good behavior, discipline, knowledge and capacity, physical and mental strength, professionalism in self and nation development”. 3

4 Vision to 2030 (Proposed Version) “By 2030 all Lao population will be equitable in receiving education with quality for self development to become good citizen of the nation, have good behavior, strong health, high skills and capacity, become professionalism in self and nation development to be sustainable growing base on abolished direction of incomes gap between rich and poor as well as disparity abolishment between urban and rural area to strongly integrate with international region”. 4

5 Missions Support children to be readiness for primary education through crèche and kindergarten with quality and compulsory pre-primary class with a focus on gender equality and the most remote areas. Ensure that all people have access to education to be ready to work for socio-economic development Eradicate illiteracy of Lao language for people of all ethnic groups by supporting lifelong learning opportunities for them to improve their livelihoods 5

6 Improve quality and relevance of basic education to ensure the youth use this knowledge into agriculture-economic development with a focus on providing basic business skills, entrepreneurship and knowledge. Broadly expand vocational and technical education and higher education to respond to the demands of the future labour market and to improve the economic outputs; Train labour skills, technical, professional staff and intelligentsia to have knowledge, capacity to use modern and technology science to respond to the demands of socio-economic development​; Strengthen education and sports management from central to local with a focus on development of education administration. 6

7 Overall Direction Focus on human resource development with quality, skills and professional to respond to the demands of socio- economic development. Education and sports development must support of human resource development for comprehensive growth, better quality and opportunity for lifelong learning for sustainable socio-economic development. Human resource development should follow 3 characteristics and 5 education principles with assurance of technical science skills, attitude, technology, information, communication and foreign languages. 7

9 Education and sports strategy framework to 2025 will focus on 5 areas as below: – Improving quality of General education so learners are prepared for futher education or to participate in the workforce. – Improving Teacher education – Build a skilled workforce to meet the needs of socio- economic development – Improving Education and sports management through capacity development at all levels. – Improving Physical Sports 9

11 Broader Goal - Education and Sports Sector is appropriately structured and resources to provide equality education and sports for Lao population to benefit from socio- economic development in order for Lao PDR to graduate from least developed country status by 2020 11

12 Overall direction – Education and Sports is priority and a core center of human resource development and adhere to three characteristics and five national education principles, continue to formulate the achivement of the National Education System Reform Strategy to deeply and strong direction, support lifelong learning – Continue to implement the indicative targets to achieve MDGs that are off-track by 2015 and they need to be completed effectively and efficiently particular in compulsory primary education and toward compulsory lower secondary education. – Public and private general education must follow the national quality standard 12

13 – All public and private vocational and higher education institutes must be evaluated through the national quality assurance – Continue to improve the quality of physical sports and bring it to all areas and groups regardless of ethnicity, gender, age and religion so that education and sports as well as human resource development is high quality and linked to regional and international education and sports to develop Lao citizen who are moral, physically healthy, civilised and linked with other ASEAN people. 13

14 Key target 1 1.Expand kindergarten school to be able to receive children age 3-5 year sold increase 55%; 2.Gross enrolment rate of 5 year children of community base readiness program increase reaches 80% 3.Survival rate to grade 5 reaches 95% 4.Net enrolment rate in primary reaches 98% 5.Transition rate to lower secondary education reaches 95% 6.Gross enrolment rate in lower secondary education reaches 85% 7.75% of lower secondary graduates must continue their study, 15% enroll in vocational education 8.Gross enrolment rate of upper secondary education reaches 60%; 9.Illiteracy eradication of the target group 15-24 reaches 99% and 15 and above reaches 95%. 14

15 Key target 2 10.60% of upper secondary graduates continue their study in vocational education institutes: of whom 20% study in MoES vocational education institutes, 20% study in private vocational education institutes and 20% study in other ministry vocational education institutes. 11.20% of upper secondary graduates are able to continue their study in university, among these 20% get scholarship from government. 12.Target of annual new teacher trainee intakes are 5,000, among these 40% % get scholarship from government. 13.​​20% of education administrators receive upgrading on education management each year on planning, budgeting and monitoring and evaluation. 15

16 Key target 3 14.Support all in society to participate in physical exercise and regularly play sports to reach 30% of population by 2020. 15.By 2020, 75% of general education schools nationwide teach physical education and 55% teach arts education. 16.Take effort up to get 5 th – 6 th country in ASEAN nations in ASEAN Students Game 17.Take effort up to get 6 th – 7 th country in ASEAN Game, 2-3 gold medals and 1-2 bronze medals in Olympic Game 16
