2 MISSION OF THE MINISITRY OF EDUCATION
To transform the Rwandan citizen into skilled human capital for socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values.

3 ESSP Sector Priorities
Enhanced quality learning outcomes that are relevant to Rwanda’s social and economic development. Strengthened CPD and management of teachers across all levels of education in Rwanda. Strengthened STEM across all levels of education in Rwanda to increase the relevance of education for urban and rural markets. Enhanced use of ICT to transform teaching and learning, and to support the improvement of quality across all levels of education in Rwanda. Increased access to education programmes, especially at pre-primary, secondary, TVET and higher education levels, in Rwanda. Strengthened modern school infrastructure and facilities across all levels of education in Rwanda. Equitable opportunities for all Rwandan children and young people at all levels of education. More innovative and responsive research and development in relation to community challenges. Strengthened governance and accountability across all levels of education in Rwanda

Strategic Priority Outcomes Enhanced quality of learning outcomes that are relevant to Rwanda’s social and economic development. All learners achieve basic levels of literacy and numeracy in early grades and beyond. All learners enter primary school at the correct age and successfully complete 12 years of basic education. TVET and HEI programmes are responsive to both labour market needs and Rwanda’s social and economic development.

Strategic Priority Outcomes 2. Strengthened CPD and management of teachers across all levels of education in Rwanda. All school teachers, TVET instructors and higher education lecturers have appropriate levels of skills and competencies to deliver the curriculum. Improved management, welfare and deployment of teachers in order to attract and retain high quality teachers in the teaching profession.

Strategic Priority Outcomes 3. Strengthened STEM across all levels of education in Rwanda to increase the relevance of education for urban and rural markets. STEM strengthened across all levels of education.

Strategic Priority Outcomes 5. Increased access to education programmes, especially at pre-primary, secondary, TVET and higher education levels, in Rwanda. All children complete school readiness programmes. Increased number of students enrolled in TVET and higher education programmes. Increased adult literacy and numeracy.

Strategic Priority Outcomes 6. Strengthened modern school infrastructure and facilities across all levels of education in Rwanda. All schools, TVET and higher education institutions have sufficient modern infrastructure, facilities and resources.

Strategic Priority Outcomes 7. Equitable opportunities for all Rwandan children and young people at all levels of education. Ensure gender parity in participation and achievement at all levels of education. Increased participation and achievement of children and young people with disabilities and SEN at all levels of education.

Strategic Priority Outcomes 9 Strengthened governance and accountability across all levels of education in Rwanda. Improved leadership in schools, TVET and higher education institutions, as well as administration, management and support services. Improved Public–Private Partnerships (PPPs) in education. Improved linking of central and decentralised education planning.
