ITC-ILO/ACTRAV/ICFTU-APRO Training Course A : Trade Union Training on Youth Employment for Leaders of National Youth Committees in Asia and the Pacific Region ACTRAV-Turin Course Orientation

Aims of This Session 1. To clearly understand the objectives and expected outputs of this training course; and 2. To identify participants’ needs and expectations to this training course, and to make fine-tunings to the course contents/timetable as necessary.

Background (2) 1. Integration of economies and creation of global market – “policy driven” globalization:  Liberalization/deregulation/privatization – less and less public sector employment  Changes in trade, production, investment -  Freer flow of goods/services/finances  Multinationalization of enterprises. 2. Intensifying competition among regions, countries, and companies – “competitiveness”; 3. IT Revolution – changes in job profile and needs of labour market – “mismatch”; and 4. Impact on young workers

Background (3) 1. Macro Economic Trends in Asia and the Pacific:  GDP (per capita) growth  Unemployment rate 2. Situations of young workers 1.Unemployment 2.Underemployment 3.Informal employment (economy)

Background (4) Needs for strong trade union initiatives in:  Development of trade union employment policies of which youth employment policy is integral part;  Development of youth employment experts and institutional arrangements that can take the lead of trade union actions, campaigns and dialogue with social partners

Development Objectives This course is aimed at contributing to: 1. Institutionalizing and strengthening the trade union youth structures within the national trade unions; 2. Promoting effective participation of youth representatives in decision making processes of their trade unions; 3. Establishing and consolidating a communication network of the leaders of trade union youth structures; and 4. Mainstreaming youth employment agenda in the social and economic policies of their trade unions to make positive influence over national labour market discussions concerning youth employment.

Immediate Objectives At the end of this course, the participants will be able to: a. Better understand the substance of current youth employment problems and their causes; b. Understand the current policies, programs and specific activities of ILO/ACTRAV on youth employment; c. Use key labour market indicators to analyze labour market trends to assess and predict their impact on young workers; d. Make comparative analyses of national as well as trade union policies and strategies on youth employment e. Mainstream gender issues in youth employment discussions and decision-makings; f. Actively take part in regional and international networks of trade unionists, in particular those of youth leaders; and g. Propose projects/programmes/campaigns/actions for their respective youth structures, national unions as well as for ICFTU-APRO Youth Committee on youth employment.

Target Outputs of this Course 1) Youth Employment Experts 2) Action Plans on Youth Employment 3) Trade Union Network on Youth Employment

Output 1: Y.E. Experts 1) 14 Trade Union Specialists on “Youth Employment” who have good skills of; –Analyzing current youth employment trends and situations from labour market indicators; –Identifying youth employment problems and their causes; –Proposing trade union policies and strategies on youth employment; and –Playing a leading role in a regional/international network of young trade union experts on social and economic issues.

Output 2: Action Plans on Y.E. 1) Individual Work Plans Project proposal for your own national youth committee (or youth group) on youth employment agenda; Set specific objectives and target outputs within a specific time frame. 2) Group Work Plan for APRO Youth Committee Proposal for specific actions to be taken by APRO Youth Committee

Output 3: T.U. Network on Y.E 1) Online Conference on Youth Employment agenda 2) Free for members 3) Website as a resource centre 4) mailing list on youth employment agenda Go SoliComm!

Policies and Strategies - Development of trade union policies and strategies - Individual work plans
