Social Care collections in 2014 Registered Blind and Partially Sighted national collection to take place in 2014 New collections for 2013-14 announced in September 2012: Safeguarding Adults Return (SAR) Deprivation of Liberty Safeguards Return (DoLS) for 2013-14 Changes from September 2014 Councils required to submit data on qualifications in the NMDS-SC workforce collection Carers Survey fieldwork to take place in late 2014 Mandatory collections for 2013-14 (see Appendix A)
Social Care collections in 2015 New collections and framework for 2014 -15 announced in May 2013 following Zero Based Review: Short and Long Term (SALT) replacing RAP and ASC-CAR Adult Social Care Finance Return (ASC-FR) replacing PSS-EX1 Equalities and Classifications Framework (EQ-CL), which applies to the above collections as well as SAR Enhanced guidance on new collections will be published in September - no changes made to collections but local authorities need to take account of clarification on: Reporting Primary Support Reason Accommodation Status categories to be collected within SALT Recording data on Carers within SALT Small changes to DoLS collection for 2014-15 following feedback (see Appendix D) SeRCOP for Adult Social Care was published in July 2013 (http://www.cipfastats.net/sercop/)

Funding and other support In July 2013 the Department of Health announced £11.13 m of financial support for local authorities implementing new collections More information available at: https://www.gov.uk/government/publications/zero-based-review-grant-determination-lassldh20132 May 2013 letter included information about preparations local authorities might start making in advance of new collections
ASCOF safeguarding outcomes measure Extensive engagement has taken place with stakeholders to develop draft interview questions and methodology Next Steps: Looking for Local Authorities to carry out cognitive testing phase in November / December 2013 on draft interview questions and methodology in practice Undertaking a pilot exercise in January – March 2014 to put the process developed into practice Contact us at safe.guarding1@hscic.gov.uk if you would like to take part in either or both of the above testing or pilot exercise
