3. Development of the consultation Why are we developing new collections? Need to reflect how the delivery of social care services has changed. Focus more on outcomes. Alignment of data collection with key policy priorities such as personalisation and prevention.

4. Development of the consultation Who has worked on this? Requested by the Outcomes and Information Development Board (OIDB), jointly chaired by DH and ADASS. Led by the Health and Social Care Information Centre (HSCIC), mainly through the ‘Zero Based Review’. Informed by close stakeholder engagement with colleagues from councils, and from national organisations.

5. Development of the consultation What does it cover? New replacement national collections on finance, safeguarding and short & long term support (activity), planned for 2013/14. A new framework for Equalities and Classifications (EQ-CL). Questions on changes to workforce data, surveys and ASCOF. Proposed changes to current collections for 2012/13.

6. What kind of questions does it ask? Development of the consultation Do you agree with the proposals? Do you think that you can implement them? Do you think you can implement them in time for 2013/14? Will they give you the information you need at a national level in order to do your work?

8. Consultation proposals: 2012/13 changes Proposed changes to:  ASC-CAR – S5  RAP – A7 & A10  AVA – Changes to all tables Intended to reduce these collections for their final year, before the new collections start in 2013/14.

9. Consultation proposals: EQ-CL A set of common classifications to use in the new collections. Not all proposals relate to the new national collections, but could be used locally. Proposal to replace primary client group with two new classification (primary support reason and health condition/cognitive disability).

10. Consultation proposals: Workforce Future of National Minimum Data Set for Social Care (NMDS-SC) collections from Local Authorities. Part 1: for all respondents with interest in workforce data. Value of current NMDS-SC data items Value of possible additional data items Part 2: for Local Authorities. Ease of completion of NMDS-SC: existing return Ease of completion of NMDS-SC: future returns

11. Consultation proposals: Short and Long Term Support The new collection would replace the RAP and ASC-CAR collections from 2013/14. Collect information on short and long term support, including reablement services. Change in emphasis from measuring volume, to looking at journeys through the system and delivery mechanisms. The new collections will be underpinned by the new equalities and classifications framework.

12. Consultation proposals: Finance PSSEX1 to be replaced by a new collection for 2013/14. Close working with CIPFA and CLG to ensure alignment with their processes. Looked to ensure the information collected aligns to areas such as personal budgets and short and long term support. o Do the proposals cover everything? o Do you have any concerns?

Consultation proposals: Safeguarding Proposals to combine the collections and change the data collected for 2013/14: Abuse of Vulnerable Adults (AVA)  Change of focus, including in increased emphasis on outcomes and personalisation. Deprivation of Liberty Safeguards (DoLS)  Collection of case level data as part of the new safeguarding return. Guardianship  Collection retained but date changed to align with other safeguarding collections.

14. Consultation proposals: Surveys Some issues relating to user and carer surveys came up in the Zero Based Review discussions. We seek views on: o Changes to the sample to include additional groups such as reablement, self-funding clients o New questions around clients achieving personal outcomes We seek information on: o What local surveys capture that isn’t covered by the national survey

15. Consultation proposals: ASCOF Six potential new ASCOF measures as a result of the ZBR, three of which cover short terms support (i.e. reablement). Proposal to change the coverage of measure 1C on the proportion of people using social care who receive self- directed support, and those receiving direct payments. Do you: o support the principles of new measures and changes to existing ones? o consider that the proposed new measures and changes to existing ones would be a robust and fair means of measuring their intended outcomes? o have comments on the detail?

16. Responding to the consultation Who should respond? All Councils with Adult Social Services Responsibilities, and partner organisations who provide data for national collections e.g. Mental Health Trusts. Local and national stakeholder organisations e.g. charities, regional groups. Individuals with an interest in the issues.

17. Responding to the consultation How do I respond? Other means of responding are available if required. By Thursday 2 August 2012.

18. Consultation outcome What happens after the consultation closes? The consultation responses will be published by the HSCIC. The responses will be considered by OIDB and the Minister, who will consider any changes required to the original plans. The plans will be announced in the annual letter to councils at the end of September.
