Publication of data We have now published all the final reports based on data We published: –the final Abuse of Vulnerable Adults report on 6 February 2014 –the report on staffing in social services departments on 27 February 2014 You can see the majority of the final datasets on NASCIS The ASCOF data are available via the ASCOF website

Submission of data in respect of The collection systems will be available by 1 April The collection dates were outlined in the September 2013 letter and are restated in the March 2014 letter Most collections close on Thursdays this year The SAR and revised DoLS collections need to be submitted for the first time. No personally identifiable information should be submitted for DoLS The Registered Blind and Partially Sighted collection takes place this year As last year, any provisional reports will use the data as submitted

Management information and published data The publication dates are shown in the March 2014 letter If you require access to earlier management information for your local authority, you can sign up to terms and conditions and apply for access via NASCIS As last year, this includes access to user survey data We will be able to send more information about the release dates to those who sign up

Consultations on outputs We continue to consult with local authorities and other stakeholders on various issues We are currently seeking feedback on the outputs we should produce from our new SAR and DoLS collections The consultation closes on 21 April 2014 We will then confirm the publication plans for those collections, for example, whether there will be provisional reports, or just a final report

Implementation of the new collections Our technical groups have considered queries submitted and have enhanced the majority of the guidance documents, available at: The monthly newsletters contain case studies on innovation and best practice We continue to support regional groups How else can we support you? The new returns are mandatory but we are happy to discuss any concerns you have about year one

Updated governance structure From April 2014, the work covered by this letter will be overseen by a new National Data Collections Programme Board, chaired by the HSCIC This reports to the DH/ADASS Outcomes and Information Development Board (OIDB) In addition to the Chair, usually from the HSCIC, each group will have a LA Lead You can see group membership at: There are some regional gaps so please consider getting involved

Review of user and carer survey questions The surveys continue to be reviewed, for example –to ensure they align with the ZBR –to include questions on integrated care Discussions are underway to ascertain the feasibility of carrying out the Carers’ Survey, due in , in the same year as implementing the new ZBR data collections. We hope to be able to update you very soon on the outcome of these discussions.

Adult Social Care Data Extraction Project The HSCIC has been commissioned by the Department of Health (DH) to investigate the feasibility of extracting client-level Adult Social Care data from local authority systems We now have a web page for this project: Feasibility-of-Data-Extraction-Project

Update on the ASCOF The Adult Social Care Outcomes Framework for 2014/15 will come into effect from 1 st April 2014, as announced in November 2013, and is available online at: outcomes-framework-2014-to-2015https:// outcomes-framework-2014-to The Department of Health (DH) will be publishing the Handbook of Definitions DH has now commenced work on the ASCOF for 2015/16, which will be published in the autumn. ASCOF Safeguarding Outcomes Measure A set of survey questions are intended to obtain feedback from adults at risk, who have a concluded safeguarding referral. The questions aim to establish whether the adult at risk is happy with the help they have received from adult social care The questions have been successfully cognitively tested with three local authorities Thank you to councils who have volunteered to take part in the pilot this summer If rolled out, the survey could provide a new ASCOF measure for future years
