2 RESEARCH INFRASTRUCTURES Definition of Research Infrastructures  "Facilities", "resources" and related "services" that are needed by the scientific community for the development of leading-edge research in the most efficient manner at EU level, as well as for knowledge transmission, knowledge exchanges and knowledge preservation;  covers major equipments, collections, archives and structured information, enabling ICT-based infrastructures, and any other entity of a unique nature used for research.

3 RESEARCH INFRASTRUCTURES Research Infrastructures (RIs) and “capacity building” Multiple impacts: (1) Knowledge generation: enabling to look beyond the frontiers of science with inter-disciplinary teams. (2) Industrial innovation: creating direct and indirect effects (supply of high-tech instruments, spin offs). (3) Societal impacts: contribution to knowledge society, incl. increased communication, secure data storage or data treatment capacities (cf. the WWW). (4) Independence and governance: securing European autonomy and knowledge base.

4 RESEARCH INFRASTRUCTURES FP7 Objectives for RIs  Optimising the use and development of the best research infrastructures in Europe;  Helping to create in all fields of Science and Technology new research infrastructures of pan-European interest needed by the scientific community  to help EU society (including industry) to strengthen its base of knowledge and its technological know how.

5 RESEARCH INFRASTRUCTURES Structural Funds: Building on the Lisbon agenda 1)Making Europe and its regions a more attractive place to invest and work 2) Improving knowledge and innovation for growth increase and improve investment in RTD facilitate innovation and entrepreneurship promote the information society for all 3) More and better jobs … complementary scope with FP7 !

14 RESEARCH INFRASTRUCTURES Goals of the Community Research Infrastructure Actions  Helping develop medium & long-term visions / action plans at EU level (Lisbon strategy)  Stimulating use and pooling of resources (not achievable at nat’l level) for ‘unique’ facilities  Sharing risks and complementing other sources (int’l, EU, nat’l, regio’l, etc.) to achieve impacts at EU level, based on excellence of research In brief, looking for catalysing, leveraging, additionality and managerial effects

15 RESEARCH INFRASTRUCTURES Last point and last question…   How to transcend the national interests and develop research infrastructures of truly pan- European / international interest?  Deployment of Structural Funds for large RI requires a coherent policy, strategy and planning at the level of the Member states, in line with the ESFRI work
