TEAM-Mindanao: Venturing Into Conflict Areas ARMM INSTALLATION PHASE

TEAM-Mindanao: Venturing Into Conflict Areas

“Highlights” of Installation Phase: Ghost barangays MILF “checkpoints” Hunt for Janjalani Cruel weather Capture of fellow USAID workers

TEAM-Mindanao: Venturing Into Conflict Areas ETV Infrastructure Installed as of end 2005: 78 in Maguindanao and North Cotabato

TEAM-Mindanao: Venturing Into Conflict Areas Priority: BASULTA (Lowest HDI and NAT scores) Problem: Power fluctuations on mainland and no electricity in island municipalities

TEAM-Mindanao: Venturing Into Conflict Areas Solution: look for partner to electrify island schools

The TEAMM-AMORE Partnership: Hand in Glove Alliance for Mindanao Off-Grid Renewable Energy Program (AMORE) Since 2002: electrification of off-grid areas to spur dev’t USAID,Mirant,DOE,ARMM Reg’l Gov’t, Winrock Intn’l Has electrified 300+ barangays in isolated communities in Mindanao

The TEAMM-AMORE Partnership: Hand in Glove CALIBRATING ENERGY DEMANDS TO SERVICE EDUCATIONAL TELEVISION: Match power supply with demand of ETV infrastructure TVs with most economical power usage looked for and recommended to TEAMM PV specs for ETV : 300 watt panels with energy demand of 549 watt hours/day

The TEAMM-AMORE Partnership: Hand in Glove

Problem with PV/ETV Partnership: ETV system : 10 – 15 yr. lifespan PV system : 20 – 25 yr. lifespan Batteries: 2 – 3 yrs. on the average Question: How to SUSTAIN batteries (cost: P20,000 for 4 truck-sized batteries)

The TEAMM-AMORE Partnership: Hand in Glove

Solution: use existing community infrastructure to initiate collection scheme Thus: BRECDA leaders tapped to come up with plan in coordination with Parent-Teachers’ Community Association

The TEAMM-AMORE Partnership: Hand in Glove BRECDA: (Barangay Renewable Energy and Community Development Association) AMORE’s community organizations for self- propelled development Leaders trained to operate PV systems and how to pursue other development projects for communities AMORE’s approach to sustainability of energy intervention

The TEAMM-AMORE Partnership: Hand in Glove. BRECDA MEETINGS Sigumbal, Tongkil Sulu

Photo Voltaic System

The TEAMM-AMORE Partnership: Hand in Glove AMORE/TEAMM Sustainability Mechanism: P 1.00 – P2.00 monthly from each student (e.g.: P2.00 x 250 students x 10 mos. X 3 yrs. = P15,000) additional monies being raised through vegetable gardens

The TEAMM-AMORE Partnership: Hand in Glove REALITY CHECK: August 2006: 35 PV systems in place or 30% of TEAMM recipient schools Community profile: Tausugs, Sama’s, Badjaos (61% literacy rate) Not all schools collecting yet (birth pains) AMORE has exited from some of the areas

”Mobilizing Island Communities to Sustain Television-Based Instruction: The Knowledge Channel Experience” RECOMMENDATIONS: Prepare the community to OWN the project at the outset; Draft the Implementing Guidelines of any MOA or agreement forged Form a joint monitoring team of PV and ETV systems Maximize the use of ETV for adult literacy
