Animal Feed Hygiene Regulation (DHV) Part of the total hygiene package 2006 Sphere of operations: all animal feed activities, from primary product through to trading and transport, incl.. import. Replacement for the approval and registration directive (Directive 95/69) HACCP is an obligation (Art. 6 DHV)

Animal Feed Hygiene Regulation Registration or certification for all animal feed companies: anyone who produces (including primary production), treats or processes, trades or transports the animal feeds or raw materials Scope of the DHV is much wider than the current approval directive 95/69 (EG) Registration can also be withdrawn Obligation to purchase from a registered company Introduction of guides for best practice

New structure of GMP + road transport GMP B4.1 is a stand-alone standard – see GMP01 + GMP07 and appendix – all requirements with respect to transport now in GMP B4.1 – sections with *) are the same as the sections of other GMP + standards + Appendix 14 Road transport – see appendix to GMP07 – preloading list with cleaning regimes – information on cleaning regimes (previously included in GMP07)

Elements of Animal Feed Hygiene Regulation II Obligation to apply HACCP Generic HACCP for animal feed transport Result: specific control measures – transport sequence – cleaning and disinfection regimes Conclusion: companies which use the GMP road transport do not need to draw up their own HACCP plan.

C&D (processed) animal proteins Requirements of the EU BSE regulations: – approved cleaning procedure and inspection by the competent authority – competent authority in NL is the VWA VWA interpretation of these requirements: – approval of cleaning procedure – reporting of cleaning to the VWA – random sample check on the cleaning by VWA (comparable to MOT inspection)

C&D (processed) animal proteins Dicalcium phosphate and tricalcium phosphate, blood meal and blood products, biological fertilisers and soil improvers  Loading category LR1  Approved cleaning procedure VWA  Reporting of cleaning to the VWA

C&D (processed) animal proteins Fish meal: - Loading category LR1  with cleaning procedure approved by VWA, vehicles may be used after fishmeal for other purposes  reporting of cleaning to the VWA If the next load is feeds with fishmeal: Loading category LR4

C&D (processed) animal proteins Animal feeds with fish meal, dicalcium phosphate and tricalcium phosphate and blood products from non-ruminants, if the next load is feeds for ruminants: - Loading category LR1 - cleaning procedure approved by the VWA - reporting of cleaning to the VWA If the next load is feed for non-ruminants then loading category LR4 applies

C&D animal by-products Animal By-Products Requirements Regulation  Cleaning and disinfection after every use of the means of transport This relates to all feed materials of animal origin - dairy products, animal fats, etc.  is still loading category LR4  but will in 2006 be loading category LR2  in accordance with the VWA C&D framework

C&D animal by-products Easing of the VWA C&D cleaning and disinfection framework after every use:  If the next load is the same product from the same producer then cleaning and disinfection take place periodically at the end of the working day  For melted fats periodic cleaning and disinfection may suffice at for example 1x per day of 1x per week

Practical consequences of the transition GMP road transport becomes GMP + Transport logo lapses, there is a single GMP + logo Content of manuals in accordance with the new GMP B4.1 and/or by way of a good cross-reference table –Cross-reference tables as aid
