Advanced Placement/ International Baccalaureate Test Fee Program Counselor and Coordinator Workshop February 2014

Presentation Objectives Review the purpose of the Advanced Placement (AP)/International Baccalaureate (IB) Test Fee Program Review 2013 application and reimbursement process Review 2014 application process and timeline Provide resources and contacts

AP/IB Test Fee Program Grant for AP and IB exam fees for eligible economically disadvantaged high school pupils. Eligible economically disadvantaged: Family annual household income does not exceed 185 percent of the federal poverty income levels or, Eligible for the Free or Reduced Price Meal Program.

Eligibility Verification Verification must be retained by the school and/or district* and can include: Approved Free or Reduced Price Meal application for student’s family, Verification from another government source, Most recently filed federal income tax return, and/or Parental (student) financial hardship statement. *Verification is not sent to the CDE

2013 Testing Cycle Funding Federal Award: The CDE was notified on August 26, 2013 that it would be awarded $10.8 million dollars State Award: All categorical programs, including the AP/IB Test Fee Program, were eliminated as part of the new Local Control Funding Formula in the 2013-14 state budget.

2013 AP Reimbursement CDE directly reimbursed LEAs that completed the CDE application process by the June 28, 2013 deadline LEAs were reimbursed 100 percent of the amount requested on their application $45 dollars for each AP exam

2013 AP Reimbursement (cont.) LEAs were reimbursed via the apportionment process. Counties were notified of apportionment December 2013 Reimbursement funds were issued to counties January 2, 2014 Counties disburse funds to LEAs College Board did not issue credits on AP exam invoices on behalf of the CDE

2013 IB Reimbursement CDE directly reimbursed LEAs that completed the CDE application process by the June 28, 2013 deadline LEAs were reimbursed 100 percent of the amount requested on their application $94 dollars per exam Per federal grant requirements, LEAs were not reimbursed for registration fees.

For each exam taken with a fee reduction, the school forgoes its $8 rebate, resulting in a cost of $58 per exam for the student). $5.00 Student Contribution per exam (No limits on the number of exams) School/District Contribution per exam $45.00 CDE Reimbursement per exam $89.00 Total

2013 IB Fee Distribution Exam Cost Registration Description $5.00 $151.00 Student Contribution per exam and one-time registration (no limits on the number of exams) School/District Contribution per exam $94.00 CDE Reimbursement per exam $0.00 CDE did not reimburse registration costs $104.00 Total

2013 Application Process May 2013: CDE e-mailed LEAs their PINs and Passwords June 1-14, 2013: LEAs completed the CDE online application June 28, 2013: Hard copies of the signed CDE online application and AP/IB exam invoices must have been received by the CDE. Postmarks were not accepted and deadline was not extended.

2014 Application Process AP/IB School Coordinator: Completes the AP/IB Test Fee Program School Worksheet. The numbers on this form must match those on the AP Exam Invoice: State Copy and IB Fee Summary. Submits the completed school worksheet and the AP Exam Invoice: State Copy and IB Fee Summary to the AP/IB District Representative

2014 Application Process (cont.) AP/IB District Representative: Completes the AP/IB Test Fee Program District Worksheet to be used when completing the CDE online application. Keeps copies of the school worksheets to identify school accounts and reimbursement amounts Receives PIN and Password and completes the CDE online application

2014 Application Process (cont.) AP/IB District Representative: Once the CDE application is submitted online, prints the completed application and obtains the District Superintendent signature. Mails the original signed CDE online application, AP Invoice: State Copy, IB Summary, and School Worksheet (IB only) for each participating school to the CDE. Must be received by the CDE by June 30, 2014 to receive compensation.
