4 TOM TORLAKSON State Superintendent of Public Instruction Title III Payments Fiscal Year 2010–11 The second payment was released in March 2011. Warrants were mailed and should have been received by county treasurers in April 2011. The third payment is scheduled to be released by early June 2011. 4

5 TOM TORLAKSON State Superintendent of Public Instruction Expenditure Reporting Consolidated Application, Part I The Consolidated Application (ConApp) Part I is due on June 30, 2011. Local educational agencies (LEAs) will report obligations for fiscal year (FY) 2009–10 and FY 2010–11. The CDE will use this information for budgetary oversight purposes. 5

6 TOM TORLAKSON State Superintendent of Public Instruction 2011–12 Eligibility and Application Process Applications for 2011–12 must be submitted by June 30, 2011. Applications submitted after this date are not guaranteed funding. LEAs eligible to apply via ConApp I –Limited English Proficient (LEP) Student Sub-grant Program: $10,000 or more –Immigrant Education Student Sub-grant Program: $5,000 or more Report proposed expenditures –LEP: Page 24 –Immigrant: Page 23 6

7 TOM TORLAKSON State Superintendent of Public Instruction 2010–11 Student National Origin Report The Student National Origin Report (SNOR) is the annual count of immigrant students. The 2010–11 SNOR submission window was from March 15, 2011, through April 15, 2011. For late SNOR submission, please contact the Language Policy and Leadership Office (LPLO) by phone at 916-319-0845 or by e-mail at SNOR@cde.ca.gov. If there are no immigrant students, a report is still required for determining funding eligibility for future years. 7

8 TOM TORLAKSON State Superintendent of Public Instruction Private School Request to Participate-Immigrant Private schools in the jurisdiction of Title III- Immigrant eligible LEAs must request or decline to participate in the Title III Immigrant Education program via online reporting, due June 30, 2011. A letter detailing the process is anticipated to be mailed by May 30, 2011 to private school administrators. A separate letter will be mailed to LEAs. The amount generated by the total number of private school students requesting to participate will be added to the corresponding LEA’s 2011–12 allocation. 8

9 TOM TORLAKSON State Superintendent of Public Instruction Private Schools-Limited English Proficient On ConApp I, LEAs are asked to report two things on the private school page: –the private schools they will serve with Title III LEP funds in 2011–12; and –the private school students they served with Title III LEP funds in 2010–11 LEAs will be reimbursed in 2011–12 based on the private school students served in 2010–11 as reported by the LEA. 9

11 TOM TORLAKSON State Superintendent of Public Instruction The Title III Funding Consortia Online Application Process LEAs generating less than $10,000 (LEP) and $5,000 (Immigrant) apply via the online consortia application process. Applications are due by June 30, 2011. –A letter detailing application information is anticipated to be mailed by May 30, 2011 to consortia eligible LEAs. –If your LEA is eligible to apply via the ConApp, but opts to apply via consortia, the LEA must request a pin/password from the LPLO directly. 11
