Registered charity number Guidance to Clients on Best Practice in Procuring and Delivering Construction Projects Presentation to Netlipse Presented by David Hutchison Vice President Finance and Business Management 20 October 2008

Background  The proposal to draft a best practice guide was approved by the ICE’s Best Practice Panel in June 2008  Lifed Expert Panel established in July 2008 : Sue Kershaw (Chair); David Hutchison; Peter Hansford; Nelson Ogunshakin; Ian Gardner; Mike Napier and Leon Heward-Mills.  Discussed and approved at Executive Board Sept 2008  Paper to ICE Council Oct 2008  Launch Date and key attendees fixed for 13 Oct 2009

Aim  The aim is to furnish UK construction clients with the tools and information they need to answer the following questions:  What makes a smart client?  How can this be assessed?  What makes a smart client superlative?  How does high performing client behaviour lead to project success?

Vision  Create a tangible deliverable for ICE members and industry exploring and providing guidance and leadership on project best practice  Define the key functionality and attributes of the client role in defining project requirements, outcomes and success and actively making it happen  Engage with stakeholder networks and identify areas of mutual benefit and interest  Showcase the ICE’s Learned Society’s new role

Objectives Today  Inform Netlipse Members of the ICE Initiative  Ask you to consider how you might feed into the process and the outcomes

Design Principles  The primary focus is on the Project Client and the client team  The Guide will cover infrastructure projects and programmes  The unique aspects of project work need to be high lighted.  The Guide is to be sufficiently detailed to allow self- assessment/benchmarking  The Guide will address private & public Clients  The Guide will be in user manual rather than text book style with reference to web based information  The Guidelines will be evidence based  The Guide will be based on the Fundamental Concepts of Business Excellence  ‘The Guide will set out best practice in terms of what is important but it will not be prescriptive  The Guide will help to define successful clienting

Targetting the Reader Who is the audience? Strategic decision makers in client organisations as well as client’s senior project team members What must our audience achieve from using the guide? Be able to identify best practice and be able to use this in their projects and be able to measure where they are in terms of the use of this identified best practice What we need to careful that we don’t do is… Produce a Project Management guide and alienate the project Management community
