New Jersey Trnsport Cost Estimation System (CES) Implementation TUG 2006 John Lombardi Info Tech, Inc.

Existing Business Process Environment High percentage of estimations completed by design consultants In house estimators perform remainder of estimates Capital Division vs. Maintenance/Operations Division – each division requires different types of estimation Past 20+ years - BAMS/DSS used as data repository

Challenges Aging legacy mainframe computer systems Knowledge of some systems not documented High percentage of estimates not closely matching actual construction costs Repository data elements varied in form, format, and definition over the past 20 years

Goal Significantly enhance the quality and accuracy of estimations – both long range and detailed estimation

CES Implementation Full analysis of existing environment – include business process, organizational factors, aging systems Cleanse existing data elements within data repository (BAMS/DSS) Use program management best practices to remain on track Define time envelope and build bid histories (cont.)

CES Implementation Define expectations regarding customization (if any) Ensure post implementation support is well defined and understood by all users. Dedicated phone line and for support. Communicate, Communicate, Communicate! Regularly scheduled project meetings, executive committee meetings, internal distribution of project details to all affected organizations. Program feedback cycle utilized to fine-tune processes
