Currently: Annex 19 (applicable since 14th November 2013) includes: SSP (State Safety Programme) framework. The 8 critical elements of a safety oversight system. The duplicated requirements contained in Annexes 1, 6, 8, 11, 13 and 14. The Annexes 1, 6, 8, 11, 13 and 14 contain only the SMS (Safety Management System) requirements for each field of activity. Safety Management at ICAO level Policy: The Global Aviation Safety Plan (GASP): Endorsed in October 2013. Sets targeted safety objectives over the next 15 years. By 2017: Implementation of an effective safety oversight system. By 2022: Full implementation of ICAO SSP framework. By 2027: Advanced oversight system including predictive risk management.

Joint cooperation between many regulatory authorities, with ICAO as an observer. Purpose: Promoting a common understanding of Safety Management principles and requirements. Facilitating their implementation across the international aviation community.

Safety Management at European level Transfering ICAO requirements into European requirements: The first step was the adoption of Authority Requirements (AR) and Organisation Requirements (OR) for: Flight crew and cabin crew (Regulation (EU)290/2012) Air operations (Regulation (EU)965/2012) This will be progressively extended to other domains: Task MDM.055 (Part-M, Part-145, Part-66 and Part-147) Task MDM.060 (Part-21)

Safety Management at European level Development of SSP’s by Member States and the EASP (European Aviation Safety Programme): In the EU system there is a sharing of roles between the EU and the Member States. As a consequence: EASA and Member States must work together to fully implement the SSP’s. It is more efficient to create an EU equivalent (the EASP) to the SSP’s. The EASP supports the EU Member States and associated States in developing their SSP’s.

European Aviation Safety Programme (EASP): integrated set of regulations and activities aimed at improving safety (issued by European Commission). Safety policies and objectives. Safety risk management. Safety assurance. Safety promotion. European Aviation Safety plan (EASp): Assessment of high-level safety issues and related plan (issued by EASA).

Safety Management at European level Coordination with Industry: European Strategic Safety Initiative (ESSI): Created in April 2006 as the successor of the Joint Aviation Safety Initiative (JSSI) of the JAA. It is an aviation partnership in Europe. Facilitated by EASA. Powered by Industry. Objectives: Enhance safety in Europe and for the European citizen worldwide. Implementation of cost-effective action plans. EASA Rulemaking, Certification and Standardisation actively contribute to ESSI.
