ANNUAL REPORT OF THE DEPARTMENT OF BASIC EDUCATION FOR 2010/11 Supplementary Slides Presentation to the Select Committee on Education and Recreation 02 NOVEMBER 2011

Understanding Annual Report in terms of the role of the DBE DBE’s Statutory role is to (1) formulate policy, norms and standards; and (2) monitor and evaluate policy implementation and impact Based on system performance it became clear that DBE needs to perform more active steering role as well as more direct role in supporting implementation Various mechanisms introduced to do this: fiscal measures (conditional grants); stronger M&E (by DBE, NT and AG); Clear Signalling of priorities In 2010/11 – introduced Action Plan to 2014 – first ever Sector Plan aimed at providing more robust mechanisms for steering the system

How does the Action Plan to 2014 work? The Action Plan sets clear measurable and time-bound targets for the whole sector PEDs develop activities to respond to these targets in terms of their conditions DBE monitors these plans and supports improvement through provincial visits – systematic reports developed DBE implements activities to ensure that key priorities are addressed (Workbooks, ANA, CAPS, ASIDI, Teacher Education, District Improvement, Learner performance improvement strategies) Further refinement of policies to align with Action Plan priorities: e.g. Accountability Measures Creation of responsive institutional mechanisms: e.g. Planning and Delivery Oversight Unit

Key findings from Macro Indicator Report 2011 Access 78% of 5-yr olds attend an EI (39% in 2002) 99% of 7 – 15 yr olds attend an EI 93% of 16 yr olds attend an EI 85% of 17 yr olds attend an EI 72% of 18 yr olds attend an EI but 28% do not. (of those that do not attend 27% have completed Grade 12)
