Alabama’s 2020 Combined Workforce Plan Josh Laney Director of the Alabama Office of Apprenticeship

Today we will discuss: What’s different about this planning process? What are some of the overarching goals of the plan? What tools are being developed to reach the goals? What are some key activities in the near-term?

What’s different about this planning process? Combined planning of WIOA and Perkins Cross-agency braiding of resources Holistic approach to workforce development with human capital at the center of the equation

What are some of the overarching goals of the plan? Strong Start, Strong Finish SUCCESS+

What are some of the overarching goals of the plan? Integrating early childhood education, K-12 education and workforce development into an education-to-workforce system for all. Three major strategies: Pre-K to Three: Growing the nationally-renowned Alabama First-Class Pre-K Program Achieving grade-level reading proficiency through the Alabama Campaign for Grade-Level Reading (ACGLR). Computer Science for Alabama Scale training for computer science educators to expand access to computer science education to diverse student populations. Advanced Training, Better Jobs. Strategy to help prepare Alabamians for high-wage, in-demand jobs, which generated the Alabama postsecondary education attainment goal.

What are some of the overarching goals of the plan? Governor Ivey has set a post-secondary education attainment goal for Alabama of adding 500,000 highly-skilled employees to Alabama’s workforce by 2025 through the Success Plus plan.

What tools are being developed to reach the goals? Alabama Commission on Credentialing and Career Pathways (ACCCP) Alabama College and Career Exploration Tool (ACCET) Alabama Terminal on Linking and Analyzing Statistics (ATLAS) Alabama Office of Apprenticeship (AOA)

What tools are being developed to reach the goals? The ACCCP will oversee the development of competency-based career lattices for in-demand occupations within each of the 16 national career clusters. The career pathways frameworks will include a progression of academic, technical, and personal competencies, beginning with basic skills.

What tools are being developed to reach the goals? The ACCCP will oversee the development of a compendium of valuable credentials. The value of credentials will be judged through employer signaling and market demand.

What tools are being developed to reach the goals? The ACCET will provide: One-stop digital dashboard to compare all college and career options. Guidance via a digital exploration and survey of all pathways within the CTE industry, an interest and career profile and a graduation plan. Allows CTE concentrators to map career pathways with credentials, postsecondary credit, and work-based learning experience. Includes a FAFSA completion and college application tool. Provides access to WIOA eligible training provider list to receive funding for postsecondary education and training.

What tools are being developed to reach the goals? Alabama Department of Commerce ADOL ADSS COMMERCE ADRS Workforce Longitudinal Database System ACCS DHR AIDT The Governor's Office of Education and Workforce Statistics State Agency Workforce Partners

What tools are being developed to reach the goals? The Alabama Office of Apprenticeship (AOA) has an expanded mission and expanded capabilities compared to prior apprenticeship efforts. Charged with promoting and growing apprenticeships of all types. Registered Apprenticeship Youth Apprenticeship Pre-Apprenticeship Industry Recognized Apprenticeship* Application has been submitted to USDOL to set up the AOA as a state office . Will allow employers to deal directly with Alabama staff and no longer have to deal with USDOL

What are some key activities in the near-term? Regional stakeholder meetings for Perkins/WIOA plan. Identify and recruit subject matter experts for the Technical Advisory Committees of the ACCCP. Work with USDOL to secure AOA status as a state registration office.
