Standardization in India & Role of BIS BIS is the National Standards Body of India Standardization activity in India started with establishment of Indian Standards Institution (ISI) in 1947 Bureau of Indian Standards (BIS) took over work of ISI through enactment of BIS Act (1986) by the Indian Parliament

Participation at International Level BIS represent India in ISO & IEC which are leading International standards body. Presently, India is ‘Participating’ member on 435 Technical Committees and subcommittees and ‘Observer’ member on 219 TC & SC of ISO. It also holds the Secretariat responsibilities for 2 technical committees and 6 subcommittees. BIS is ‘Participating’ member on 86 TCs & SCs and ‘Observer’ member on 72 TC of IEC. BIS has National Mirror Committee (NMC) on every international committee, in which it participates.

INDIAN STANDARDS- COMPLIANCE WITH MONTREAL PROTOCOL For ensuring compliance to the directives of Montreal Protocol on phasing out the substances that deplete ozone layer, the following areas were identified and major changes were incorporated in relevant Indian Standards Fire Extinguishers National Building Code of India (NBC) Refrigerators and Air Conditioners

INDIAN STANDARDS- COMPLIANCE WITH MONTREAL PROTOCOL Fire Extinguishers Halon 1211 and Halon 1301, which were used as fire extinguishing agents were replaced by clean agents such as inert gas and HCFC Blend List of standards for Gaseous Fire Extinguishing Systems formulated IS 15505:2004 ‘Gaseous Fire Extinguishing systems-HCFC Blend A Extinguishing system’ is already under consideration of the concerned technical committee, regarding phase-out of HCFC.

INDIAN STANDARDS- IN COMPLIANCE WITH MONTREAL PROTOCOL National Building Code of India (NBC)– The National Building Code of India is a national instrument, for providing guidelines for regulating the building construction activities across the country. It has been recently revised and launched as NBC 2016. In the revised version of NBC, Part 8/Section 3, dealing with Air Conditioning, Heating and Mechanical Ventilation (HVAC) for buildings, reference to The Ozone depleting Substances (Regulation and Control) Amendment Rules, 2014 of MoEF, in line with Montreal Protocol has been incorporated. Refrigerants such as HFC, HFO, HFC blend, HFO Blend and Natural refrigerants have been suggested for use in various applications.

INDIAN STANDARDS- COMPLIANCE WITH MONTREAL PROTOCOL Refrigerators: Indian standards on frost free and direct cool refrigerators specifically prohibits the use of CFC refrigerants in the manufacturing and operation of Refrigerators. REFRIGERATION AND AIR CONDITIONING Refrigeration and Air Conditioning Sectional Committee MED 03 MED 03 is National Mirror committee of following ISO/IEC Technical Committees: ISO/TC 86 ‘Refrigeration & Air-Conditioning’ and its SCs IEC/TC 59/SC 59M ‘Performance of Electrical Household and Similar Cooling and Freezing Appliances’, ISO/TC 61/SC 61C Safety of Refrigeration Appliances for Household and Commercial Use and ISO/TC 61/SC 61D Appliances for Air-conditioning for Household and Similar Purposes.

Refrigeration and Air Conditioning (on going work) India has adopted the following ISO 5149 : 2014 standards on Refrigerating systems and heat pumps – Safety and environmental requirements: Part 1 Definitions, classification and selection criteria Part 2 Design Construction testing marking and documentation Part 3 Installation site Part 4 Operation maintenance repair and recovery

REFRIGERATION AND AIR CONDITIONING (Standards on natural refrigerants) Based on request of MoEF for developing Indian standard on natural refrigerants, the committee has initiated work on formulation of IS on natural refrigerants such as: Ammonia (NH3), which is under the safety group (B2L) of refrigerants and Propane (HC 290), which is under the safety group (A3) of refrigerants. Existing Indian Standards on use of natural refrigerants for refrigeration and air conditioning are: IS 16656 : 2017/ISO 817 : 2014 Refrigerants — Designation and Safety Classification IS 662 Specification for Anhydrous Ammonia and IS 307 Specification for Carbon Dioxide

SOUTH ASIAN REGIONAL STANDARDS ORGANIZATION A SPECILIZED BODY OF SAARC At the Fifteenth SAARC Summit (Colombo, 2-3 August 2008), the Heads of State signed the Agreement on the establishment of the SARSO. After ratification by all member states the Agreement on the Establishment of SARSO entered into force on 25 August 2011. The Headquarter of SARSO is located in Dhaka.

Objective & Aim To achieve and enhance coordination and cooperation among SAARC Member States in the fields of Standardization and Conformity Assessment Aimed to develop Harmonised Standards for the region to facilitate intra-regional trade and to have access in the global market

SARSO Functional Agreements SAARC Agreement on: 1. ‘Implementation of Regional Standards’ Objective: To provide the framework as well as the guiding principles for implementation of the SAARC Standards. 2. ‘Multilateral Arrangement on Recognition of Conformity Assessment’ (MARCA) Objective : To facilitate the Parties to accept results of Conformity Assessment with a view to eliminate Technical Barriers to Trade within SAARC

The Governing Board (GB) The Governing Board is the highest authority of the organization vested with all powers relating to its functioning. The Governing Board is composed of: The Heads of the respective National Standards Body of each Member State. The Chairperson of the Technical Management Board The Secretary General of SAARC or his representative and The Head of the Secretariat At present, DG, BIS is chairperson of SARSO Governing Body.

Technical Management Board (TMB) The Technical Management Board (TMB) consists of one technical expert nominated by each National Standards Body of the Member States. The TMB unanimously elect a Chairperson from among its Members for a period of three years. The TMB is responsible for planning, coordination and monitoring of all the technical work of the Organisation.

Sectoral Technical Committees (STCs) The following Sectoral Technical Committees have been established to develop SAARC Standards (SARS): STC on Food and Agricultural Products STC on Jute, Textile and Leather STC on Building Materials STC on Chemicals and Chemical Products STC on Electrical, Electronics, Telecom and IT STC on Conformity Assessment At present 129 products are under consideration for standards formulation
