2 Highlights of HPMP Stage – I Implementation
Overall, HPMP Stage I, technically completed in all the countries and every country has met compliance targets. Policy and regulatory interventions – licensing and quota systems are in place; Ban on import of HCFC charged equipment in countries like India, Bhutan and Maldives, with others to follow Increase in import duty on HCFCs e.g. Sri Lanka Various ODS-free technologies selected for RAC Sector R32, R290 and R410 for air- conditioners and larger CO2) ODS-free, low GWP technologies in foam sector (Cyclopentane, Water blown ……) Focus increasing on energy efficiency (manufacturing and servicing)

Availability of alternatives in market Safety standards for using low GWP flammable refrigerants Cost of conversion and price for market In some sectors no low GWP refrigerant available for retrofitting e.g. fisheries

Promotion of low GWP technologies Incentivize large installations with low GWP refrigerants Research of not-in-kind approaches and technologies Knowledge sharing on adoption of low GWP technologies and management of safety issues in A-5 countries inclusive, country driven strategies

Development of Safety standards for using flammable refrigerants Integrated approach with Energy efficiency and safety standards Immediate prohibition of HCFC-based equipment (new or second hand) Certification mechanism for service technicians leading to licensing (incl. mastering of safety aspects) Closer international cooperation on trade to fast track controls targeted and clear regulations that take into account GWP and energy efficiency (Kigali Amendment Decision XXVIII/3: Energy efficiency)

Training of Enforcement authorities – including handling of new generation refrigerants Periodic updates through targeted workshops on emerging technologies those are eco-friendly Integrated approach with other relevant authorities Network – systems houses and foam users particularly SMEs to play a key role in implementing regulations Publications on case studies

Industry associations – continued strengthening, technology sharing and planning to phase down HFCs. Involve industry in formulation of new policies and regulations More co-ordination with National Procurement authorities, Energy Efficiency, Building standards and safety standards Planning on HFC phase-down with implementing agencies and NOU
