1. INTRODUCTION Before the establishment of DMV, KZN Department of Human Settlements has provided 121 Military Veterans with houses through the normal subsidy programme for households earning less than R3,500 per month. Since the inception of the new policy prescripts and regulations from the Department of Military Veterans, KZN embarked on a consultation process with the KwaZulu-Natal Provincial Military Veterans Association (SAMVA-KZN). The consultations finalized a strategy and way forward to fast track Military Veterans housing in the 2014/15 financial year and over the MTEF period.

2. KZN BUDGET AND DMV ‘TOP-UP’ FUNDING Since 2014, the department has budgeted for 120 military veterans per annum: R164,169.00 per military veteran [for technical planning, raw land costs, construction of the site and unit] National building specifications applied are SANS10400 XA [energy-saving] To date, R11 million was received from the Department of Defence & Military Veterans for the ‘top up’ funding of R78,000 each for 150 Units in 2013-2015. KZN’s total military veterans HSDG budget for 2016/17 to 2018/19 is R134million for a total of 530 military veterans [over 3 years].

3. CONSULTATIONS WITH MILITARY VETERANS KZN department and SAMVA-KZN jointly convened a Military Veterans Housing workshop - held on the 27th and 28th September 2014 wherein military veterans housing policy, budget, beneficiary prioritization, house size, was deliberated. Resolutions taken and implemented from 2014 to date: A joint KZN Human Settlements and SAMVA-KZN Steering Committee was established and consultative meetings held quarterly; Only military veterans verified on DMV’s Database will qualify for the ‘top up’ funding from Department of Military Veterans; Military veterans who are older than 40 yrs, disabled, sick and unemployed will be prioritised for the special package of a 50m² house.

3. CONSULTATIONS WITH MILITARY VETERANS SAMVA leadership demanded that their construction companies be directly involved in the planning and construction of their houses, applying the principle of “nothing for us without us” They have 12 construction companies owned by military veterans, with CIDB grades ranging from 1 to 6. They proposed the appointment of Point Above to be the Implementing Agent who will sub-contract to the smaller companies Point Above has a CIDB grade of 6 and their CEO who is also a military veteran has a civil engineering qualification.

3. CONSULTATIONS WITH MILITARY VETERANS Project is being implemented on Enhanced Peoples’ Housing Process [EPHP] Miitary veterans will be involved in the construction of their houses Ithala Development Finance Corporation [a public entity] has been appointed as the Accounts Administrator for the implementation of the project on the EPHP approach The appointed service provider “Point Above” serves as the Technical Resource Organization in line with the EPHP KZN Department of Human Settlements remains the Developer of the project The attached priority list of military veterans to receive the houses amounts to 223 approvals [approved on both HSS and DMV data-bases].

5. STATUS OF BENEFICIARY REGISTRATION 875 Applications were received and processed by the Implementing Agent 223 military veterans are approved on the Housing Subsidy System [HSS] HSS application status is as follows: HSS STATUS: NUMBER OF APPLICATIONS: Approved 223 Rejected due to Duplicate ID [Benefitted already with housing] 5 Failed Searches[does not qualify ito. criteria] 54 Combined Salary too High[earning more than R10 000/month] 41 Declined - Procedurally Incorrect[not on DMV database] 545 Withdrawn [withdrawn by applicant] 7

6. STATUS OF PLANNING FOR HOUSE CONSTRUCTION: Sites owned by Province or Municipalities: Land Availability - Areas and No. of Sites: KZN Department of Human Settlements eThekwini:- Austerville, Bellair and Bluff; *6 sites in Savanna Park and *20 sites in Umkhumbaan Msunduzi:- Copesville [rejected by M/veterans] eThekwini Ntuzuma, Mpumalanga, Claremont, KwaMashu and Umlazi [not yet allocated by the Metro]. Msunduzi Allocated Certificates to Occupy [PTOs] to 171 Military Veterans [sites in urban areas] Ray Nkonyeni Identified 20 serviced sites Alfred Duma Identified 11 serviced sites KwaDukuza Identified 15 serviced sites

6. STATUS OF PLANNING FOR HOUSE CONSTRUCTION: Pre-feasibility and Feasibility Studies: 20 serviced sites in Umkhumbaan and 6 in Savanna Park have been subjected to feasibility and detailed planning House plans and designs for Umkhumbaan and Savanna Park has been approved NHBRC enrolment for these sites is being finalized Certificates to Occupy [PTOs] issued to 171 military veterans in Msunduzi require sub-division and other planning activities Certificates to Occupy [PTOs] issued to 3 military veterans by the Amakhosi in Illovu , Umgababa and Amanzimtoti [eThekwini] – sites are undergoing planning activities

7. STATUS OF CONSTRUCTION OF SITES & HOUSES 1 show house is completed in Chesterville

8. CHALLENGES AND INTERVENTION INTERVENTIONS Most Military Veterans want their homes built in urban areas but there is a shortage of service sites and sites close to Bulk Infrastructure KwaDukuza, Ray Nkonyeni, Msunduzi, Dr Alfred Duma, eThekwini have promised to release service sites Military Veterans are concerned with their houses being built in High Income Areas due to high property rates Secure sites in townships were the rates are lower. Military Veterans without force numbers are not considered for Top Up funding from DMV DMV is being engaged by the respective Forces to resolve the challenge.
