3 1. Purpose The purpose of this presentation is to report progress on:
matters previously raised by the Portfolio Committee interactions with various stakeholders, namely: GIAMA Implementation Technical Committee National Treasury and CIDB project plan towards extension to local government; immovable asset register

4 2. Status Quo Report Matters raised during January meeting
Which departments are the mini Public Works and in which province are they situated; Which functions of Public Works have these departments taken over; What is the impact of these mini Public Works on the work of the department; Has the department been able to resolve this issue; Is this 2010 toolkit available on the cidb website and accessible.

Responses The two main departments are Education and Health in all provinces; Maintenance of buildings because the budget resides with them; The mandate of the department is compromised and has no say in the appointment of service providers; Our interaction with Treasury on how to allocate budget in terms of GIAMA, will resolve this problem. The toolkit is accessible on the cidb website,

6 3. Interaction with various stakeholders
The GIAMA Implementation Technical Committee strengthened the relationship between DPW, DRDLR, NT (National & Provinces) and the CIDB. It was agreed that future meetings should involve these stakeholders in order to have better and structured immovable asset management. The Immovable Asset Life Cycle Management will incorporate inputs from these departments and also take into account existing guidelines.

c) National Treasury and CIDB will together with DPW hold provincial road show from April 2011 to outline the following: Common budget planning cycle; Submission of Asset Management Plans incorporating infrastructure plans; Allocation of budget in terms of user departments’ mandate.

8 4. Proposed project plan towards extension to local government
The department engaged COGTA and agreed on the following approach: Identify all legislation affecting local government; Analyse how these legislations impact on immovable asset management; Submit the infrastructure / asset management plans taking into account the 2010 toolkit; Applicable regulations governing municipal planning should be harmonized with the principles embodied in GIAMA; Prepare a project plan towards extension of GIAMA to local sphere of government (refer attached plan).

10 5. Progress Report – Asset Register
Matters raised during January meeting The immovable asset management guidelines have been finalized and are being implemented throughout national and provincial departments; Essential fields have been identified for immediate implementation, this process will see the asset registers improving substantially including that of Limpopo; Asset register task team consisting of national and provincial custodians will promote best practises when dealing with asset register matters, this will result in common application of guidelines; The spread of +/- 200 people to assist with the asset register has been addressed (a separate slide will be shown); The department has improved working relationship with the deeds office on surveying of state land as well as vesting and meet monthly.

Matters raised during oversight visit The Mpumalanga provincial department has made contact with the municipalities and shared best practise guidelines on immovable asset management; Municipalities will learn from national and provincial by separating immovable and moveable assets; A policy dealing with the allocation of state-owned residential accommodation has been finalized but not yet approved and will address the allocation of houses; The amnesty strategy will also cover local municipalities; DPW will make essential fields for compilation of asset register available to municipalities.

12 6. Asset Register Intervention
Source, verify and capture outstanding essential information fields in respect of each property in the asset register; Update existing fields with latest information; Verify, split and capture information relating to single and multiple user departments / tenants; Link identified buildings and structures to the underlying land parcels; Update asset register with properties that have been vested, item 28(1) certificate issued.

17 7. Amnesty Call (Operation Buyisa)
Amnesty strategy has been approved by the Minister; The campaign is currently underway; Appointment of Call Centre Operators and Investigators completed on 28 February 2011; Call centre Operators assumed duty on 01 March 2011; Call centre is fully operational from 01 March 2011 on ;

18 Amnesty Call (Cont…) Reported cases will be referred to relevant regions, provinces, municipality and SOEs; Regions will have walk-in Amnesty Call (Operation Buyisa) offices for public to report cases; Task Team will investigate cases reported; Provinces and Municipalities will be requested to assist in investigations of assets that have been reported by the public members

19 8. Progress on Vesting Plan
land parcels in DPW’s Asset Register; Vesting target for 2010/11: 55% ( land parcels); (35.4%) land parcels vested to date; DPW has unsurveyed out of the total land parcels DRDLR has vested land parcels to date; All Provinces vested land parcels to date.

20 9. Conclusion The implementation of GIAMA has reached a critical stage and the continued commitment of Senior Management in custodian departments remains essential. The success in the completeness and accuracy of our immovable asset register essential information depends on collaboration and dedication of all spheres of government ~End~
