Project Intervention Logic - Results For 1.1. – Overnight stays of visitors in the Programme area Programme result indicator Quantification is not a mandatory requirement Project result The immediate advantage of carrying out the project, telling us about the benefit of using the project main outputs. It should indicate the change the project is aiming for. Project Intervention Logic – main output For 1.1. – Sustainable Tourism: Increase in expected number of visits to supported sites of cultural and natural heritage and attractions Programme output indicator Project main output The product of the activities (tool) funded telling us what has actually been produced for the money given to the project. It contributes directly to the achievement of the project result. Sustainable and clean environment through cooperation     Specific objective 1.1.    Requirements for project main outputs  Programme output indicator: Increase in expected number of visits to supported sites of cultural natural heritage and attraction  Project shall specify one project main output contributing to Programme output indicator and having the same measurement unit Project main output: cannot be with value 0 and cannot be a deliverable How to calculate value: This is difference between existing number of tourists coming to supported sites and the number that partners want to achieve by the project end. How to formulate:  e.g. Increase in expected number of visits to supported sites because of improved infrastructure objects and promoted routes  e.g. Expected number of visitors to supported sites increased due to promotion of green tourism opportunities  How to justify in report: Data from tourist counters Data from tourism information centers Other statistical data Interreg V-A Latvia-Lithuania Programme 2014-2020 www.latlit.eu

Programme output indicator/Project main output Project Intervention Logic – work plan For 1.1. – Sustainable Tourism: Increase in expected number of visits to supported sites of cultural and natural heritage and attractions Programme output indicator/Project main output Project work plan The project workplan shall explain what needs to be done to deliver project main outputs and achieve project specific objectives. Work plan is divided in several work packages Activities: specific tasks performed for resources which are used. Project Intervention Logic – Scheme (SO 1.1.)  Programme priority Project overall objective To increase number of visitors to the Programme area through promotion of green tourism opportunities and educational activities oriented towards greater knowledge of Latgale and Aukstaitija nature, culture, history, traditions  Project results  It is expected that due to developed green tourism routes and implemented educational activities oriented towards greater knowledge of Latgale and Aukstaitija nature, culture, history, traditions, there will be an increase in overnight stays in the Programme area.  PROGRAMME Programme specific objective To increase number of visitors to the Programme area through improving and developing cultural and natural heritage objects, services and products Programme result indicator Overnight stays of visitors in the Programme area Descriptions of actions supported Programme output indicator Sustainable Tourism: Increase in expected number of visits to supported sites of cultural and natural heritage and attractions Project main outputs   To increase number of visitors by 5 000 tourists to Latgale and Aukstaitija through creation and promotion of two 2-day long thematic routes  Project specific objective Increasing of the knowledge and raising of awareness about Latgale and Aukstaitija nature, culture, history, traditions. Shortcoming/definitions, durability Shortcoming/workplan Lessons learned the 1st Call and 2nd Call Shortcoming/Idea No proof or facts provided on project context - common territorial challenge, reason for cross-border cooperation, what innovation/ new knowledge is brought Recommendation Provide proof (statistical data, links to sources), show demand (studies, research, survey), how target group will contribute, explain and demonstrate need for cooperation and innovative/ new solutions applied Shortcoming/definitions, durability Too broad and vague definitions (objectives, results, outputs) or «copy, paste» from Programme indicators, lack of sufficient information on project durability Recommendation Tailor-made objectives, results, main outputs – but the same measurement unit as in Programme indicators has to be chosen. Clear information on durability of project activities/main outputs should be provided Shortcoming/workplan Not all activities directly contribute to achievement of main outputs; vague description of activities, not measurable deliverables, no clear demonstration of cross-border relevance of investments, too many WP Recommendation Be clear, precise, include measurement indicators, double-check logic of workplan, including timeline; create 1-2 WP Implementation and Investment; demonstrate how investments will be used by partners during and after the project Interreg V-A Latvia-Lithuania Programme 2014-2020 www.latlit.eu

Shortcoming/partnership Shortcoming/documents Lessons learned the 1st Call and 2nd Call Shortcoming/partnership Not all relevant partners are involved, project doesn’t involve direct users of project results, partnership is not balanced, responsibilities are not set. Recommendation Involve right partners, users of project results, identify responsible partners per activities, create balanced partnership – level of involvement in all aspects of the project Shortcoming/budget Too broad or too detailed descriptions, not in line with planned activities, cost-sharing Recommendation Be precise, but maintain right balance of details, cross-check with what is planned in workplan, cost-sharing is not allowed, each partner plans its own expenses. Shortcoming/documents Not all relevant documents are attached - for planned construction works, not all necessary confirmations are submitted etc. Recommendation Check Programme manual section 6.1. what documents and in what format need to be submitted together with application form Interreg V-A Latvia-Lithuania Programme 2014-2020 www.latlit.eu
