What’s RCA Leadership? RCA Vision The RCA shall be recognized as an effective partner in providing nuclear technologies that address socio-economic needs and contribute to sustainable development in the region

What’s RCA Leadership? (Cont.) RCA Governance The National Representatives act on behalf of their Governments and are responsible to them for the operation of the RCA within the terms of the agreement. The chair of the NRM, in conjunction with the past and future chairs, shall provide advice and guidance on the conduct of the programme and shall take a proactive role in liaising with the RCA FP and RCARO Director to ensure effective management of the programme. The chair may represent the RCA with external parties. The chair shall consult the NRs on all policy, financial and strategy issues

How to Achieve the Goal ? Streamlining and expanding cooperative relations with international organizations Enhancing IAEA’s role as secretariat of RCA and ownership of RCA member states Fulfilling functions of RCA National representative and RCA national office Giving full play to the role of NPC in program implementation

1.Streamlining and expanding cooperative relations with international organizations RCA covers extensive cooperative areas, involving applications of nuclear technology in agriculture, industry, medicine and environment, etc. With authorization of Member States, RCARO could, on behalf of RCA, strengthen ties and explore issues on common concerns with multilateral international organizations under UN, including: FAO, WHO, UNDP, GEF, UNESCO, WB, ADB, UNESP, and international non-governmental organizations, such as: IUCN and WWF, with a view to seeking effective channels and methods for cooperation, further enhancing influence and visibility of RCA.

2a.Enhancing IAEA’s role as Secretariat of RCA As Secretariat of RCA, IAEA could play a larger role and increase support to RCA. According to RCA mid-term strategy, the number of RCA projects need to be further reduced. We believe that, this is good for concentrating limited human, material and financial resources on key projects.

2.Enhancing IAEA’s role as Secretariat of RCA (Cont.) We hope that the Agency could play an more active role in providing support and guidance to RCA MSs in terms of technology, experts, budgets and RCA program management.

2.Enhancing IAEA’s role as Secretariat of RCA (Cont.) RCA MS could work together more closely to develop a regional document in identifying the common needs and priority areas of the region, in order to more focus on projects relevant to poverty alleviation, human health and environment protection and contribute more to millennium development goals. Define a way to use PCMF plateform for efficient design of regional projects What roles could RCARO play in this area?

3.Fulfilling functions of RCA National Representative and RCA National Office RCA National Representative and the offices should make more efforts to facilitate successful implementation of program in Member States. NR and the office could formulate management methodologies appropriate for implementations of RCA program in their own countries according to RCA managerial requirement, so as to better deploy resources, guide and supervise NPCs to do a good job.

3.Fulfilling functions of RCA National Representative and RCA National Office NR should strengthen partnerships with other departments, so that governments and relevant departments could better understand the positive role of nuclear for social development. NR should strengthen the liaise with the offices of the UN organizations in his/her country, so that the other UN organizations could better understand the nuclear roles in social and economic development

4.Give full play to the role of NPC in program implementation Better coordinate relations with counterpart institute which responsible for programs, in order to create a good environment for NPC. Authorizing NPC to lead national project team to implement project. NR and NPCs should better summarize program results and publicize them on RCARO website and Newsletter.

In January 12-15, 2007, we hold National NPC meeting in Xiamen city. 50 participants from the whole country.
