Post Katrina Citizens Master Plan Funded through the Governor’s Office of Recovery & Renewal Overall Economic Development Strategy City of D’Iberville, Mississippi August 2011

A New Beginning, A New Approach. August 2005 – August 2011 Following the widely successful charette planning efforts sponsored by the Governor’s Office, the City of D’Iberville began a long journey to aggressively implement the Citizens Master Plan for Redevelopment. Building back better through reinvestment in new infrastructure, application of “Smart Code and Architectural Standards” in growth areas, and major emphasis on job creation and repopulation of our in-town neighborhoods became and remains D’Iberville’s central focus. In partnership with Governor’s Office, the Mississippi Development Authority and other state and federal agency’s, the City of D’Iberville is making great headway on achieving our common goals and objectives. The Promenade Shopping Center, Ocean Expo Aquarium and the French Village are early signs of progress based on targeted investment in the interstate, downtown and waterfront high growth potential sections of the City and the formation of public/private partnerships needed to stimulate economic development.

Economic Development Potential “Location, Location, Location!” D’Iberville is strategically located to expand the regional retail, commercial and attractions market through the continued build-out of the interstate district. D’Iberville has the attributes to support casino resort, hotel and conference center development on Back Bay. D’Iberville’s waterfront is being developed to include harborage for commercial & recreational vessels and food & entertainment venues as an extension of downtown. D’Iberville is also uniquely positioned to continue as a bedroom community for workers and their families employed in the surrounding casino, service, military, and local small business sectors.

The Future ?

What will we do with this opportunity The City assembled several key and valuable assets to support the French Market and downtown redevelopment. Begin now to assess financial feasibility of development alternatives. Determine the pros and cons of various public private partnerships that may be needed to launch re-development.

Development Resources, Assets, and Projects  The City will invest close to $1.0M of local funds to match an MDA grant of $5.0M to widen and improve Central Avenue needed to support downtown and waterfront businesses . The City targeted $30.0M of available CDBG recovery funds to upgrade and expand water and sewer systems throughout the interstate, downtown and waterfront areas. The City received a $1.7M CDBG grant to construct a Visitors Center/ Town Green and a Scenic Overlook as the first in a series of public amenities to diversify downtown and the waterfront. The City and the Harrison County School Board are working on a plan to reutilize the 14 acre former Middle School site as a catalyst to support growth of a mixed use town center and entertainment district called the French Market . The City will provide $1.0M as match for a Coast Transit Authority $5.0M grant from FTA to initiate bus service and construct a downtown multimodal transit hub with parking.

Development Resources, Assets, and Holdings The City continues to meet with casino and themed entertainment developers to help co anchor downtown/waterfront development. The City can apply for an economic development grant from MDA and or EDA to help construct portions of the French Market. The City has received notice of eligibility of a $1.2M grant from the Department of Marine Resources to begin development of the working waterfront facilities and harbor. The City is working with the Ms Gulf Coast Renaissance Corporation to receive a housing assistance grant to introduce compact housing in the downtown area. The City is evaluating the construction of conference and hotel facility to take advantage of the meeting and convention trade. The City is working with the MDOT to construct three half diamonds at Lamey Bridge Rd., Big Ridge Rd., & D’Iberville Blvd.
