LAMAS Working Group 13-14 June 2018 Agenda Item 2.4 TF1: Pilot testing for the "Small jobs recovery" submodule riccardo.gatto@ec.europa.eu

Discussion at the LAMAS meeting of December 2017 Two points raised: inclusion/exclusion of the submodule from the national questionnaires; its position within the flowchart. Final decision was to find two standard answers and to allow for tests

LAMAS written consultation Place of the "Small jobs recovery" question Number of countries After "At work" and after "Absences" 3 After "At work" and before "Absences" 8 Inside Block W1 of "At work" 4 The standard have been defined as the most chosen item and derogation can be allowed subject to proof their deviations do not harm the international harmonization of the LFS results.

Pilot testing Eurostat included in the 2018 call for proposals on the LFS quality improvements a sub-action linked to the testing of the SJR submodule. Call for proposals "ESTAT-PA7-S-2018", sub-action 2: Test the future submodule on "Small jobs recovery" in order to assess its impact on the employment and unemployment data.

Pilot testing Rule for decision making: Eurostat proposal is to grant derogation for excluding or changing the place of the Small Job Recovery" (SJR) submodule to countries where, based on the pilot exercise, the SJR submodule does not influence more than 1% of the employment and unemployment figures (as a number) broken down by sex. Ideally both weighted and unweighted results should meet the requirements.

Pilot testing Not anymore “derogations” but a threshold rule Not anymore two tracks: one rule for all Only permanent effects

Pilot testing Received applications for grants Number of countries   Number of countries List of countries Testing for not inclusion 4 (5) NL-HU-IT-SI-(ES)  Testing for position 1 ES Participating to the call for grant but not to sub-action 2 14 IS-NO-DK-EE-AT-BE-HR-FI-FR-LT-LV-PL-PT-SK Not participating to the call for grant 12 BG-CY-CZ-DE-GR-IE-LU-MT-RO-SE-UK-CH

LAMAS exchange of views Q1. Do you plan to test the SJR sub-module?

LAMAS delegates are invited to: Comment on the chosen standard for the position of the SJR submodule, following the results of the LAMAS written consultation; Comment on the derogation opportunities for the countries who want to deviate from the standard; Comment on the pilot exercise in the context of the 2018 grant exercise; Inform Eurostat whether they plan, in case not participating to sub-action 2 of the call for proposals, to test the SJR submodule outside the 2018 grant exercise or to introduce it without pilot testing.
