Explanatory notes: QA of HE programmes and qualifications; Linked to MF3 and MF5. Through the Fiji Qualifications Framework and the Quality Standards. Quality assured programmes undergo robust and stringent checks to ensure they meet certain minimum standards and are fit for purpose (linked to topic of strengthening education systems). Ultimately this should produce learners who are also fit and ready not only for employment locally but also internationally (mobility of qualifications, skills and labour). Monitoring HEIs compliance with regulatory framework/processes; Linked to MF1, MF2, MF3, MF4 and MF5. Recognition, registration, M&E and mandated review of HEIs. Ensures HEIs meet certain quality (minimum) standards to operate and deliver programmes within the framework of the HE Act, 2008 and subsequent regulations. Manage and monitor the disbursement of the Government operating grants to (10) HEIs; Linked to MF7, MF11, MF6. Funds disbursed also support HEIs to develop/enhance their capacity/capabilities. Monitoring by FHEC ensures that public funds are appropriately used for their intended purpose. Manage the collation and analysis of HE data to elevate the performance of the HE sector; and Linked to MF9, MF8, MF2, MF11, MF6. Data collected assists the FHEC to identify gaps/opportunities for improvement in the HE sector so that we are better able to support HEIs to improve OR inform the Minister for Education/Government of areas which need further support, etc. Works to ensure appropriate allocation of resources and supports the development of capacity and capabilities to elevate HE in Fiji. Linked to MF7, MF10, MF1, MF3, MF5, MF6. This speaks to the important role that the FHEC plays in strengthening the HE sector to produce graduates who will positively contribute towards the socio-economic development of Fiji.
