2 Implementation of NTVQF in Bangladesh
Set of principles and guidelines by which records of learner achievement are registered to qualify national recognition of acquired skills and knowledge. Describes the competencies required to do a job at various levels. Government of the People’s Republic of Bangladesh approved “National Skills Development Policy-2011” on 30 January, 2012. At the same time, National Technical and Vocational Qualification Framework (NTVQF) developed and implemented.

3 Cont… In line with need for accelerated skill development the country approved the NSDP 2011 with 14 key functions for planning and implementation of NTVQF BTEB has Five Functions with support from NSDCS NTVQF standard is one of the five key functions for which the BTEB has been entrusted with the responsibility for implementation. In the section 11.5 of the 7th Five Year Plan addressing the skill constraint to growth acceleration Recommended that the NSDCS will ensure that BTEB receives the necessary technical support and has adequate manpower and resources to fulfill this expanded role of NTVQF implementation.

4 Levels of NTVQF in Bangladesh
Job classifications along with the framework approved by the government as shown in the table below. There are six NTVQF levels and two Pre-Vocational levels in the approved Framework.

6 Activities of BTEB for Implementation of NTVQF in Bangladesh
Bangladesh Technical Education Board (BTEB) is empowered by the government to organize, supervise, regulate, control and develop technical vocational education and training including newly introduced NTVQF in Bangladesh as: Development of the National Skills Quality Assurance System Development of the Qualification Standards for Teacher’s/Trainers Development of the Competency Standards of different Occupations

7 Cont…. Development of Course Accreditation Document for different occupations under NTVQF. Preparation CBLMs according to Units of Competencies (UoC) of different Occupations Establishment of the NTVQF Cell in BTEB with professionals. Development of Information Management System (MIS) for registration & result processing of NTVQF Programme. Development of the NTVQF implementation manual Preparation of the RPL Implementation Guideline for Assessment

8 Cont…. BTEB assesses and certifies Industry Assessors, Teachers and Trainers. BTEB provides approval to the training providing organizations to become Registered Training Organizations (RTOs) Assesses and certifies the level of skills of assesses through Recognition of Prior Learning (RPL) process for particular Occupation and competency standards approved by BTEB under NTVQF.

9 Activities of BTEB for Implementation of NTVQF in Bangladesh
BTEB has approved competency standard and course accreditation document in the different occupation under 12 Industry sectors of economy. The implementation of the NTVQF is dependent upon 13 other functions of the NSDP. In spite of the capacity constraints of the stakeholders the BTEB has made reasonably good achievement with the support from the NSDCS, ISCs, TVET providers presented in the next slide

11 Challenges to Implement NTVQF
The Challenges are: Develop Linkage and cooperation Between BTEB and ISCs Strengthen capacity of ISC, NSDCS, BTEB & Training Provider Develop Occupation wise Industry Assessor for effective implementation CBT &A Programmes Skill and Pedagogical Training of Teachers for public and private TVET institutions on CBT&A progrmmes to Implement NTVQF. Strengthen Capacity of TVET Institutions in terms of infrastructure, tools and equipment to accreditat as RTO and Assessment centre

12 Cont…. Teacher Training and Certification for CBT &A programs
Placement of certified trainee to industries Establish and strengthen linkage between Industries and Institutions Develop Skills Data System at NSDCS & Certified worker Data Based at BTEB Strategies funding for Skills Development and search for new funding Fund for teachers for getting industrial experiences

13 Recommendations: Bangladesh Qualification Framework need to be developed Recruitment policy for Industry to be formulated/ Revise to Incorporate NTVQ graduate. Initiative should be taken to work all development projects inline with NSDP Programs should be taken to make Institute sustainable for conducting CBT&A. Fund should provided to Strengthen Capacity of TVET Institutions Supportive measures should be taken for building capacity of stakeholders to implement NSDP International Recognitions of NTVQF need to be collected
