3 SKILLS DEVELOPMENT ACT BACKGROUND SDA promulgated in November 1998 for implementation 01 April 2000. New legislation is in response to poor quality and relevance of existing occupational learning. Limited learning pathways for students and unemployed. 130+ industry training boards trying to achieve similar objectives. Skills content of jobs increasing yet workforce still classified as “unskilled” or “semi-skilled”. No recognition of prior learning.

4 BRIEF OVERVIEW OF SKILLS ACT PURPOSE OF ACT - To develop the skills of SA workforce - Increase levels of investment in education and training. - Encourage employers to use workplace as a place of active learning. - Encourage workers to participate in training programmes and/or learnerships. - Ensure quality of education and training. - Assist work-seekers to find work.

5 ACHIEVED BY: ESTABLISHING National Skills Authority National Skills Fund Levy - Grant scheme SETA’s

6 NATIONAL SKILLS AUTHORITY FUNCTIONS: Advise the Minister on - National skills development policy and strategy. - Allocation of subsidies from NSF. - Guidelines on implementation of NSD policy and strategy. - Liase with SETAS on - policy and strategy - Report on progress

7 SETAS Currently 25 SETAS (from 130+ ITBS) comprising of: Council (Nominated by Sector) - Organised labour - Organised employers - Relevant government departments Full-time employees - Financed by skills development levies. - Organisation has to have a business plan and a constitution.

8 SETAS FUNCTIONS: - Develop a sector skills plan - Implement sector skills plan - Promote learnerships - Register learnership agreements - Disburse skills development levies - Liaise with National Skills Authority - If registered as an ETQA must accredit and quality assure all training within its sector

9 SKILLS DEVELOPMENT LEVIES ACT Gazetted April 1999 From 01/04/2000 - 0,5% From 01/04/2000 - 1% Levy collection by SARS (2% cost) - Distributed to NSF - Distributed to SETAS Not “just another tax”

13 CETA AND YOUR COMPANY MAXIMISING THE BENEFITS FROM CETA Support CETA by complying with levy payments Register skills development facilitator by 30/09/2000 (Grant A) Submit workplace skills plan by 30/09/2000 (Grant B) Implement WSP and claim (Grant C) Use only accredited training providers

14 CETA will: - Assist with determining skills needs - Assist in implementing learnerships - Assist in aligning company standards with national standards and qualifications registered with SAQA

15 WILL THIS WORK? Very negative perception currently - Not enough money - “Cart before the horse” - ITB’s worked well - why change? - “Just another tax” - “We’ve heard nothing from our SETAS” In Theory: - yes it will work - based on UK, NZ, Canada, Australian systems

16 In Practice: - yes it should work Provided that: - Everyone contributes to levy - Everyone participates and trains - Industry “experts” get involved in unit standard generation - Everyone exercises patience - Estimate will take 2-3 years to become fully established ****
