Provide Access to Industry and Sector Based Applied Education for the Adult population in the Informal Sector ( ). Expand Technical, Business, Forestry, Fisheries, Maritime, Tourism and Hospitality, and Community Colleges ( ). Establish one multi-disciplinary Technical College in each Province ( ). Establish One Technical High/Secondary School in each District ( ). Establish an Industrial Technology and Development Institute ( ). Establish a TVET Flexible and Open Learning (FOL) Institute. Establish new TVET Human Resource Management requirement.

8 Quality Assurance in TVET for Global Mobility of Skilled Workforce
Quality of TVET system determined by Industrial partners Linking training to certification requires a uniform framework based on: Competencies( including competency development frameworks) Standardization of competencies( as quality standards) Occupational standards( that define competencies and which describe good work practice) and National Occupational Standards (NOS) The development of a National Qualifications Framework (NQF) as a result of NOS. Certification of competencies ( Which bring competency based Training and competency based assessment into a comprehensive national, regional and international framework.)

Meeting International Standards Upgrading Training Facilities Develop Competency Based Curriculum (CBT&A) Develop relevant skills training programs for both Teachers/Instructors and students (APTC) Alignment and Standardisation of all TVET programs, National Qualifications Framework and Apprenticeships

10 TVET and Skill Development for Safe Migration
On successful completion of skills and standardized competencies and qualifications that are recognized internally will now be competent and confident to find employment and advance studies aboard.

11 CONCLUSION GoPNG is Addressing Issues of skilled labour shortage
Education policy shift on Technical Vocational Education (TVET) to Competency Based Training and Assessment (CBT&A) is a focal point of curriculum reform that will produce reputable and competent skill workforce. Increasing number of TVET Institutions. Capacity Building (Infrastructure, Resources, Facilitators).

12 RECOMMENDATIONS All basic skill training should be introduced at a Primary Level. Basic Graphics and engineering courses to be thought in primary and secondary level. Exchange skills training programs with industries or institutions in other countries.
