2 Education Policy Framework Regional Dialogues This presentation is intended to provide participants in regional dialogues with background information regarding INACs national First Nation Education Policy Framework (EPF). 3 Education Policy Framework Background In May 2005, INACs Education Action Plan was tabled with the Standing Committee on Public Accounts to address the recommendations put forward by the Auditor General of Canada in Central elements of the Education Action Plan are the commitment to develop, in cooperation with First Nations, comprehensive First Nation education policy and management frameworks by June 2006 and June 2007, respectively. INACs First Nation Education Policy Framework (EPF) is intended to establish strategic directions and a basis for decision making, as determined cooperatively by First Nations and INAC, and be one of the steps to support the goal of First Nation jurisdiction over First Nation education. The development of INACs First Nation Education Policy Framework is intended to be completed through an inclusive and cooperative process between First Nation representatives and the Government of Canada. To coordinate this cooperative work, the AFN and INAC formed a national AFN-INAC Education Policy Framework Joint Steering Committee (EPF-JSC).

4 Education Policy Framework Purpose INACs First Nation Education Policy Framework (EPF) is intended to provide the foundation for the development of future INAC First Nation education policies and programs over the next 10 years. INACs First Nation EPF will identify guiding principles, a clear vision, goals, expected outcomes and strategic directions that support First Nation control over First Nation education. While the focus of the EPF is to define the goals, outcomes and strategies that will guide INACs future education policies and programs, the framework is also intended to provide greater clarity regarding the roles and responsibilities of both INAC and First Nations.

5 Education Policy Framework Process A national AFN-INAC Education Policy Framework Joint Steering Committee (EPF-JSC) is assembled as a technical, advisory and coordinating group responsible for the development of a comprehensive EPF. The EPF-JSC establishes the cooperative process, the major activities and the critical path (meetings, communications products, revisions to documents, regional dialogues, etc.) to take place during the established timeline for the development of the EPF. The EPF-JSC is responsible for drafting the content of the EPF. The content of the EPF will be informed by a series of dialogues involving First Nations, First Nations Regional Education Organizations and INAC representatives. Recommendations, with supporting documents, of the EPF-JSC will concurrently be brought to the Chiefs Committee on Education (CCOE) and to INACs senior management for direction and approval.

6 Education Policy Framework Timelines The EPF-JSC will respect the deadline of June 2006 for the completion of an EPF solid draft and September 2006 for the completion of the EPF final draft. The key steps, activities and deliverables of this timeline are as follows: May 15-26: Preparation for first regional dialogues May 29-June 9: First regional dialogues June 12-16: First regional input rolled up to inform EPF drafting June 30: EPF solid draft is complete July 3-14: Preparation for second regional dialogues July 17-Aug. 25: Second regional dialogues Aug. 28–Sept. 1: Second regional input rolled up to inform EPF drafting Sept. 29: Final EPF is complete
