What is innovation? Understanding the nature of educational innovation Pressure form policy and management for definition and measurement An elusive notion with a double meaning (outcome and process) Multi-dimensional analytical framework is needed

Measuring educational innovation Why to measure? To support education sector innovation policies with evidence To evaluate to impact of education sector innovation policies To understand better the nature of educational innovation for more effective innovation management (e.g. the birth, the spread and the impact on performance at both micro and macro level) How to measure?

How to design innovation policies for the education sector? Including education sector innovation strategies into general national innovation strategies Including education sector components into national/international innovation surveys Evaluating specific education sector policies from an innovation perspective (e.g. policies related with teachers, curricula, school organisation, accountability etc.) Improving the knowledge basis of education sector innovation policies Design and implement an education sector innovation strategy based on evidence from innovation surveys
