4 4 The strategic planning system The system was introduced in two steps: Management component: Mandate, Vision, Values, Internal and External Environment Analysis, Medium term priorities, Directions of activity, Monitoring and Evaluation, Reporting Budget Program component: describing budget programs – Current situation analysis, Objectives, Results and performance indicators of the budget programs, New Funding Initiatives, Funding of the program The system was introduced in two steps: Management component: Mandate, Vision, Values, Internal and External Environment Analysis, Medium term priorities, Directions of activity, Monitoring and Evaluation, Reporting Budget Program component: describing budget programs – Current situation analysis, Objectives, Results and performance indicators of the budget programs, New Funding Initiatives, Funding of the program
