2. Background
Implementation of the EU Strategic Framework on Health and Safety at Work (COM(2014) 332)
Two Key Strategic Objectives covered:
Consolidate and extend the information network on national OSH strategies
Enhance information tools for evidence-based policy-making, including monitoring the implementation of the EU SF

3. Background
Development of monitoring tools also a priority for the 2017 Commission Communication "Safer and Healthier Work for All" COM(2017) 12
"Evidence based policies need hight quality, comparable and timely data"

4. Background
Building on the experience of the 2009 Scoreboard, and based on the priorities of the EU OSH Strategic Framework , the Commission decided to start this project in 2015

5. Why an EU OSH Info System?
Provide the EU OSH policy with a new integrated instrument to monitor the situation of OSH in the EU

6. Why an EU OSH Info System?
Main aims:
Establish a reliable and stable on-line information system on OSH in Europe, based on data of the relevant national and European data providers
Provide a single entry to complex and multi-perspective information for all interested parties and stakeholders
Reinforce the evidence base for better tailored initiatives at EU level

7. The construction process
Two-year contract signed by DG EMPL in March 2016 with an external consultant, finalised in March 2018
Main actors: Group of contact points on national OSH strategies, ACSH (WP “EU OSH Info System”), EU-OSHA
The final project provides an operational model of the EU OSH information system, based on a set of interrelated structural elements and indicators
Finalisation (visualisation) and follow-up of the project by EU-OSHA (the project is now part of its multiannual programming document)

8. Main Features
The system is structured around 14 indicators distributed into four main categories:
Generic Information (includes 3 indicators: OSH authorities, Economic and sector profile & Workforce profile)
OSH Steering (includes 3 indicators: National strategies, Regulation & Social dialogue)
OSH outcomes and working conditions (includes 6 indicators: Work accidents, Health perception of workers, OSH culture and health awareness, Working conditions and prevention, Prevention in companies/enterprises & Worker involvement)
OSH infrastructure and monitoring capacity (includes 2 indicators: Enforcement capacity & Availability of OSH statistics and surveys

9. Main Features
The system brings together and processes data from different sources (e.g. ESAW, ESENER, EWCS, LFS) and presents them on a single "smart" visualisation platform
It rests on existing statistic tools and surveys, which have lengthy been discussed in the preparatory phase and have eventually been identified as the most reliable sources for feeding into the system and for future update.

10. Main Features
The role of Member States – via the group of experts on national strategies – has been defined from the beginning as that of political validators of the information collected
Cost efficiency: no additional burdens for Member States or other actors involved

11. Future Developments
ACSH to adopt an opinion on the EU OSH Info System at the forthcoming November plenary
EU-OSHA to complete the visualization process in 2019
Clear mechanisms for maintenance and update of the system need to be defined and put in place accordingly
