Delivering on energy efficiency A new Heating & Cooling Strategy (16 Feb. 2016) Scope: H&C in buildings and in industry Key points: facilitating deeper energy renovation, increasing RES share, reuse of wasted energy from industry, further involving consumers and industry Now and then: today: ~ 50% of EU energy consumption, too much energy waste long-term vision by 2050: up to 70% more efficient and 85% less CO2 emitting buildings, air pollution eliminated, heating bills 70% lower, production processes 30-50% less energy intensive Review of the Energy Efficiency Directive (EED) and Energy Performance of Buildings Directive (EPBD) To frame them into 2030 perspective To check effectiveness and further improve where needed Ongoing evaluations and impact Assessments Adoption foreseen for September 2016 MS should draw on positive examples of measures in other MS! (Exchange of best practices) Art. 7: Savings achieved under Article 7 needs to be reported in the Annual Reports!

Monitoring energy efficiency progress Article 24 (3) EED - The Commission: shall evaluate the annual reports and NEEAPs, assess progress towards national energy efficiency targets may issue recommendations to Member States. Energy Efficiency progress report 2016: 4th quarter 2016 (as part of the 2nd State of the Energy Union Report) Energy Efficiency Progress Report 2015:18 Nov. 2015 2 indicators on 2020 target (primary/final energy consumption) 15 backwards-looking performance indicators for 5 sectors Acc. by SWD(2015)245 with detailed description of indicators Based on official Eurostat statistical data 2005-2013: Exception 'Energy consumption per square meter'  data source: Mure-Odyssee No methodology to compare MS with each other  instead: historical trends No evaluation of different policies of MS  instead: performance indicators

Energy efficiency indicators (1) Overall assessment Ambition level: National indicative national targets 2020 (final and primary) vs. GDP forecast 2014-2020 (of the EC) Effort needed by 2020 (in terms of trends and pace): The annual consumption trends 2005-2013 vs. rate of decrease 2005-2020 to reach the indicative national targets (primary and final) Short-term progress: 2012/2013 evolution (primary and final) Historical progress: primary energy intensity 2005-2013 In 8 MS the past energy reduction rate 2005-2013 would not be sufficient to reach their target 2020 expressed in final energy consumption (7 MS for PEC)
