“Winning the battle against climate change” RECOMMENDATIONS FOR EU CLIMATE POLICIES: THE NEXT STEPS “A new phase of the European Climate Change Programme in 2005: The Commission will review progress and explore new actions to systematically exploit cost effective emission reduction options in synergy with the Lisbon strategy.” Let’s first go back to Kyoto. 6 ECCP review : general objective
to review the implementation of climate change related EU-wide polices and measures, to assess their concrete implementation in the Member States, to assess the resulting actual and projected emission reductions, and on the basis of this analysis, to discuss the further development of EU climate change policies to achieve the EU’s and Member States’ obligations under the Kyoto Protocol, and beyond

8 Key issues Assessment of the trends in GHG emissions for the specific sector To evaluate the implementation of the recommendations of ECCP I Working Groups and the achievement of the commitments taken by the EC To evaluate the concrete implementation in the MS (actual and projected emission reductions, identifying best practice, evaluating cost-effectiveness, impacts on the sectors concerned and specific gaps.) To evaluate the progress in terms of the development of EU climate policy and consider issues in relation to the overall consistency, effectiveness and cost-effectiveness of future EU wide climate policy in synergy with the Lisbon strategy To develop conclusions and recommendations.

9 Working method Topical groups Balanced representation of stakeholders (MS experts, representatives of business sectors, NGO representatives, academic experts and Commission) final report based on the activities and conclusions of the topical groups, prepared by the chairman

10 Policy deliverable The Working Group should aim to deliver a report by March 2006. Taking into account the report of the Working Group, the Commission will present a policy paper on the review of the ECCP to be discussed under the Austrian Presidency.
