Deficit based thinking: Highland County Has the highest unemployment rate in Ohio as of 12/1/09 through current 1/15/10 Currently 4th highest teen pregnancy rate in Ohio and has historically either had the highest or one of the highest teen pregnancy rates in Ohio.
