People who wanted to ratify the Constitution as is People that wouldn't ratify the Constitution without the Bill of Rights The states and individuals needed their rights specifically protected in the Constitution Constitution gave enough protections to the states and individuals They were concerned the country would break apart without a formal government. That a government could take away the people’s right To form a government quickly More protections for states’ and individuals rights.
