2 BACKGROUND The Constitution now had to be ratified (approved) by at least nine states. When the secret Constitutional convention information was out, people argued for or against the new Constitution.

3 FEDERALISTS Federalists - They supported a strong national government to: Protect the states Maintain order Regulate trade Guarantee rights of citizens

4 ANTI-FEDERALISTS Anti-Federalists - Supported a weak national government and strong state governments to: Allow politicians to be closer to the people they represent. Protect people’s liberties and freedoms Limit abuses of power by federal governments Wanted a bill of rights

5 BILL OF RIGHTS The first ten Amendments of the Constitution The purpose of these bills To prevent the government from violating the law. Protect those rights Constitution wouldn’t be signed until there was a Bill of Rights
