Background Work triggered by the February 2016 ESSC strategic 'Workshop on Quality' => Set-up of the High-level Group on Quality in the ESSC of May 2016 with the participation of 10 Heads of NSIs Original duration of the Mandate: 1 year, extended with an additional year in May 2017 Documents available on CIRCABC, under the main ESSC heading Eurostat, D4. Quality Team Eurostat

High-level Group on Quality Mandate built around 3 main topics Modernisation of the common quality framework of the ESS: revision of the ES Code of Practice, next round of peer reviews, quality for the institutions as a whole; Improved communication of quality profiles, better interaction with stakeholders; Strengths, weaknesses, possible improvements of European statistics within the quality criteria Eurostat, D4. Quality Team Eurostat

High-level Group on Quality July 2016 – October 2017: 7 meetings held, out of which 2 video-conferences and 1 special meeting with ESGAB Main focus of the work: revision of the ES Code of Practice, elaboration of the Quality Declaration, first discussion on the next round of ESS peer reviews, experimental statistics Next meeting: on 15 November 2017, focussing on the next round of ESS peer reviews Eurostat, D4. Quality Team Eurostat

Revision of the ES Code of Practice Main drivers: Amended Regulation 223/2009; Innovation in statistics, use of new data sources – ESS Vision 2020 modernisation programme of the ESS; Experiences, lessons learned in the second round of ESS peer reviews; Making the text more general and timeless; Technical work carried out by the QUAL Steering Committee of the QUAL@ESS Vision 2020 supporting framework – a sub- group of the Quality WG Strategic guidance given by the High-level Group on Quality Eurostat, D4. Quality Team Eurostat

Main stages of the revision Approach of identifying the main sources of impacts: approved in the meeting of 16 November 2016 First drafts discussed in the February & May 2017 meetings Special discussion with ESGAB on 7 July 2017 Finalising the text for the ESSC on 31 August 2017 Exchange of Views & ESSC meeting on 22 September 2017 Following up the ESSC comments in the Quality WG meeting of 9 October 2017 Eurostat, D4. Quality Team Eurostat

Main changes – as of today Complete redrafting of the Preamble Including the Quality Declaration in the brochure Adding a new Principle on Coordination and cooperation Aligning the wording with that of Amended R223/2009 Opening up the scope, the possibilities to cover new data sources & new developments Including the notions of innovation, value, anticipating emerging user needs and priorities, data interoperability Generalising and simplifying the text, where possible Eurostat, D4.
