What if… u…it was a legal requirement requirement that buildings had to be certified certified for their energy performance? u…the certificate had to include recommendations for investments in energy efficiency? u…large buildings had to be upgraded to present requirements for energy performance performance, when they undergo renovation?

What if… u…minimum energy performance requirements requirements in national building codes had to be updated every 5 years? boilers …boilers and air-conditioning air-conditioning systems had to be inspected regularly for performance ?

Would… demand higher standards of energy efficiency u…purchasers and tenants demand higher standards of energy efficiency in buildings? need more energy saving products? u…builders and contractors need more energy saving products? continually improve national building codes u…regulators continually improve national building codes?

The Answer… …Probably YES And the good news news is…

New Rules from the EU 4 January 2006 by 4 January 2006 In each EU country (including accession countries) these rules will have to be in place EU law on the energy performance of buildings Thanks to a new EU law on the energy performance of buildings

The New Rules in Detail 2005 By end of 2005, National governments will have to: Energy Performance of Buildings variety of factors uCalculate the Energy Performance of Buildings through a common framework using a methodology that takes into account a variety of factors minimum energy performance requirementsnew buildings uApply minimum energy performance requirements to all new buildings (and revise every five years) to existing buildings uApply minimum energy efficiency standards to existing buildings (over 1000m²) undergoing major renovations who is qualified uDefine who is qualified to provide certification services

The New Rules in Detail 2005 By end of 2005, National governments will have to: energy certification schemes for all buildings uEstablish energy certification schemes for all buildings* –All newly constructed buildings –All public sector buildings –All large buildings visited by the public –All buildings changing occupation (sale or rent) Unless the government does not have sufficient trained staff to deliver (in which case it will be delayed until 2008) inspections of boilers and cooling installations uIntroduce inspections of boilers and cooling installations –Every 2 years but; –Only every 4 years for gas *exemptions apply for certain categories of building (e.g. monuments, places of worship. temporary buildings)

The Push: Using Market Forces New Rules: energy performance certificate uWhen buildings are constructed, sold or rented out an energy performance certificate is to be made available to the buyer or tenant* uPublic Buildings to set an example uPublic Buildings to set an example and to be certified regularly and visibly display energy certificate prominently uAll large buildings visited regularly by the public to display energy certificate prominently *exemptions apply for certain categories of building (e.g. monuments, places of worship. temporary buildings)

What Happens Next? uAt the National level –National governments must now implement the new EU rules by passing national laws that achieve the objectives set-out uEuroACE member companies should therefore: –Ensure national legislation is passed and that it is on time or before the deadline and includes all the measures –Engage government to ensure that the new calculation methodologies are as thorough as possible lower the threshold standards –Encourage government to voluntarily lower the threshold standards to apply them to renovations of buildings less than 1000m2 –Spread –Spread the news

What Happens Next? uAt EU level –The EU will consider strengthening the requirements and promoting the new rules uEuroACE will therefore: –Continue to campaign for stronger legislation –Engage EU authorities to do more to promote energy efficiency
