Context Challenges Small domestic markets with limited purchasing power Focus so far on expanding foreign trade to promote economic development Export-oriented strategy achieved only limited success in improving the employment situation and living conditions Core challenge consists thus in the difficult framework conditions for sustainable economic development in the sectors relevant for employment Strategy Addressing the cluster approach to raise potentials for the development of regions Using the integrated (youth-)employment approach to promote employment especially in labor-intensive sectors Focusing on the aim that employment growth – within the formal and informal sector – must not be absent due to a lack of qualifications (well-trained skilled labor force) Stefan

TVET approach Creating a common understand about TVET and the involvement of the private sector (governance) in the regions Strengthening the regional and international exchange of good-practice in sustainable private sector development and cooperative/dual TVET Highlighting mutually beneficial cooperation between public and the private sector Piloting innovative TVET projects concerning updated cooperation structures, college’s teaching capacities and new qualification offers Support for TVET will increase the supply of skilled labor so that there will be no dampened employment growth due to shortages of skilled workers Stefan

Messages TVET is a central starting point within the cluster approach to raise potentials for the development and employment promotion TVET is also a most relevant element of the promotion of the supply side of employment TVET needs a common understand about TVET, the involvement of the private sector and the beneficial cooperation between public and the private sector TVET is able to increase the supply of skilled labor to reduce the shortages of skilled workers which will promote – in the formal and informal sector – employment growth TVET will contribute to reduce structural unemployment, underemployment and sustainable economic development Stefan
