1 Identification of the Skill Needs of Enterprises and the labour market and contribution to skill development made by education, including formal, non-formal and informal learning Doina SOLTAN, Senior Consultant Senior Consultant Department of Technical and Vocational Education and Training Ministry of Education of the Republic of Moldova

2 to increase labor productivity and increase employment rate in the economy is one of the seven priorities of the National Development Strategy "Moldova 2012-2020".

3 Until 2020, vocational / technical education must become flexible attractive concerning quality relevant market needs accessible career orientation enabling validation of non- formal and informal learning and mobility within the European area in accordance with the Copenhagen Process and the Bruges Communiqué.

4 Skill levels define quantitativequalitative parameters of professional skills and that the graduates must have in order to practice their professions, especially obtained in accordance with the National Qualifications Framework.

5 occupational standards curriculum Professional qualifications

6 Occupational standards define the competences in detail, which a person should achieve to be able to work successfully (tasks, responsibilities, functions, working conditions, challenging routes etc.). Professional qualifications define the levels and types of competences which a person needs for being competent at work (types of skills, evaluation methods). The curriculum The curriculum defines what and how to teach a person to be qualified in a profession / field (finalities, methods and strategies of teaching, learning objectives, assessment, content, teaching materials, work tools, etc.).

7 Developing entrepreneurial skills is a priority for the Ministry of Education. During 2015, all technical and vocational institutions offered the discipline ‘Fundamentals of Entrepreneurship”. Traditionally, the Ministry of Education in collaboration with partners, organizes a contest in May: The best business plan for students in technical & vocational education. Ministry of Education organizes annual fairs of the Exercise Companies; that provides new experiences, new development opportunities and exchange of innovative ideas to the institutions, and motivates more students. It is also worth noting that Exercise Companies were active in 18 educational institutions of technical & vocational system (14 colleges, 4 vocational schools). The actors of the educational process have had necessary theoretical support in this regard: Specifications for students, tips/suggestions for designing lessons and methodological guides for teachers.

8 At the secondary level, a high school curriculum on Civic Education includes a module that aims to develop entrepreneurial skills: 1.gymnasium - Personal development and career orientation; Personal development and career guidance; 2. lyceum - Increase personal and career orientation Higher education, in 2015, according to the methodological guide for establishing and operating the University Centre for career guidance and counseling, cooperated in the field of career guidance with many universities (USM, UTM, UPS I.Creanga, USBălţi, ASEM, USTiraspol, USEFS.)

10 Main objectives of the training of skilled workers through apprenticeship programs are to facilitate the transition from education to employment and to adapt vocational training to the real needs of enterprises.
