License Required (a) …a person may not purchase or use a restricted-use or state-limited-use pesticide or regulated herbicide unless the person is licensed as: (1) a commercial, noncomm or private applicator (2) acts under the supervision of…

Private Applicator (a) A person is a private applicator if the person uses or supervises the use of a restricted-use or state-limited-use pesticide or regulated herbicide for the purpose of producing an agricultural commodity…

Chapter Business of Structural Pest Control In this chapter, a person is engaged in the business of structural pest control if the person performs… including services performed as part of the persons employment (1) identifying infestations or making inspections…indentify infestations of: (a) pests in households and structures (b) more pests of pests in trees shrubs, etc. in a park or residence, or business…. (2) Making oral or written inspections or reports, recommendations, estimates, or bids…. Or (3) …performing pest control services….

Chapter Exemptions …does not apply to a school

Person performing pest control work otherwise regulated by department (a) Except as provided by and (c), this chapter does not apply to: 2) a person who performs pest control work on growing plants, trees, shrubs, grass, or other horticultural plants or rights-of-way if the person: (a) is employed by a poli-sub or a cemetery (b) is engaged in pest control work or vegetation mngmnt for the poli-sub or cemetery (c) holds a TDA commercial or noncom license.

Person performing pest control work to agricultural land (a) except as provided by sections and (c) this chapter does not apply to a person or the persons employee who is engaged in the business of agriculture….

IPM Programs for School Districts (a) The department shall establish standards for an IPM program for the use of pesticides, herbicides and other chemical agents to control pests, rodents, insects, and weeds at the school buildings and other facilities of school districts…
