Deployment of Intelligent Transport Systems Directive 2010/40/EU

ITS Directive WHY a directive? Background & Objectives .Priorities . Directive 2010/40/EU: Framework for the Deployment of Intelligent Transport Systems second step

Why : Challenges of Road Transport Road congestion economic losses of ~1 % GDP (125 billion €) Road Safety .> 35.000 citizens killed on the road per year .Climate Change » 71 % of transport CO2 emissions from road » growing CO2 emissions from transportif business-as-usual (2010-50: + 25 %) >> Response cannot be focused on expansion of infrastructure

I T S Use of information and communication technologies in transport Examples for road transport » dynamic traffic management » real-time traffic information » satellite navigation, tracking & tracing » multi-modal journey planners » electronic toll collection » in-vehicle safety systems

Intelligent Transport Systems (ITS) Fast technical development Fragmented and uncoordinated deployment Little continuity of services Low degree of intermodality Patchwork of national regional and local solutions

hat : EU Policies on ITS EU play role in creating the appropriate framework conditions Action Plan for the Deployment of Intelligent Transport Systems (ITS) in Europe (Dec 2008) Directive 2010/40/EU Coordinated and Effective Deployment and Use of Intelligent Transport Systems

How : Directive 2010/40/EU Objectives: in force since 26 Aug 2010 Objectives: » Establishing a framework for coordinated and effective deployment and use of ITS » Setting common priorities » Development of specifications and standards

EU C-ITS Strategy Large-scale deployment projects Common Vision Deployment Framework Legal certainty Common Vision Large-scale deployment projects C-ROADS C-ITS PLATFORM EU C-ITS Strategy ITS DIRECTIVE DELEGATED ACT In the framework of the development and deployment of intelligent and increasingly automated transport systems, actions contributing to the deployment of Cooperative ITS (C-ITS), according to Union Regulations and standards and in line with the recommendations/outputs of the "C-ITS platform"2, shall be promoted for all Member States. C-ITS improve existing ITS services and create new ones, paving the road for automated vehicles, with high potential for all road users and operators while offering significant socio-economic benefits. Research projects on C-ITS have delivered promising results which have been consolidated by pilots and are increasingly considered mature for deployment.

2015-2017 2018 Delegated Regulation 2017/1926 on the provision of EU-wide multimodal travel information services We have worked in 3 steps: (1) on the provision of EU-wide multimodal travel information services, (2) on EU-wide integrated ticketing and payment, (3) on multimodal passengers' rights, and we have provided funds to support the development of integrated ticketing and to Mobility as a service (H2020, Shift2Rail and CEF-T call 2018). The Commission is supporting the implementation of Delegated Regulation EU 2017/1926 on the provision of EU-wide multimodal travel information services by different activities (a combination of technical, functional and organisational support projects – see details below). The first deadline of the regulation is 01/12/2019 for making certain datasets available on national access points and for Member States to report. (2) DG MOVE has commissioned a study on remaining (legal, commercial) challenges for EU-wide integrated ticketing and payment systems, focussing on the legal and commercial barriers, ending end of 2018. This will provide recommendations for the way forward that will be taken into account in the activity "interoperable payment/ticketing" of the working programme of for the implementation of ITS Directive (2018-2022) (to be adopted by 10/01/2019). (3) Developing multimodal passenger rights appears increasingly important. It implies providing more legal protection for passengers in case of disruption, in particular when travelling with a single contract of carriage but also when travellers purchase their tickets from different companies. The Commission contracted out a 1-year support study for the analysis of any initiative on passenger rights in a multimodal context, whose results will be available soon (end of September 2018).
