TRADE UNION CONGRESS OF THE PHILIPPINES (TUCP) “EXPANDING THE TRADE UNIONS’ AWARENESS OF THE EIGHT CORE LABOR CONVENTIONS RATIFIED BY PHILIPPINES” Presented by : Izay

TIME FRAME The duration of the program will be from September to November 2012 ( 3 months)

BACKGROUND AND JUSTIFICATION The Philippines has ratified all of the eight core labor conventions. TUCP should find resources and conduct programs to the awareness of trade unions of the eight core labor conventions ratified by Philippines that will lead to improved laws and regulations faithful to the core labor standards.

TARGET GROUPS AND AREAS The program will cover Metro Manila with existing TUs and will strongly engage sectors who have great interests in awareness and understanding core labor standards, teachers, informal sector, services, public sector, women and youth organizations.

OBJECTIVES The proposed action program will address the following immediate objectives: Trade unions and its coalitions will have been cooperating with various other trade unions, local government entities and other community-based organizations at all levels, in awareness campaign of core labor standards ratified by the Philippines. 2. Trade unions would have strengthened their representational capacity to push for the passage of laws, policy reforms, including the implementation of programs designed to promote effective enforcement of core labor standards.

ACTIVITIES TO ACHIEVE THE OBJECTIVES Immediate Objective 1 - Trade unions and its coalitions will have been cooperating with various other trade unions, local government entities and other community-based organizations at all levels, in awareness campaign of core labor standards ratified by the Philippines   Output 1.1 - Partnership agreements between and among TUs, TUs-coalitions and various labor agencies and organizations on awareness and understanding of trade unions of the eight core labor conventions ratified by Philippines. Activity 1.1.1 - Coordination trainings and capacity building at the local, national and area levels to discuss the level of awareness and monitoring the status of the action program, address problems, and determine ways to improve program implementation.

ACTIVITIES TO ACHIEVE THE OBJECTIVES Immediate Objective 2 – Trade unions would have strengthened their representational capacity to push for the passage of laws, policy reforms, including the implementation of programs designed to promote effective enforcement of core labor standards   Output 2.1 – Improved Enforcement of laws that protect, promote, and strengthen core labor standards.  Activity 2.1.1 – Focus group discussions on enforcement laws or proposed amendments or to remove existing provisions which continue to remain as serious impediments to effective exercise of core labor standards. Activity 2.1.2 – Three, 3-day regional write shops on developing model leadership skills of trade union leaders including exploring other fields of awareness where ratified core labor programs can be promoted.
