3 I. Introduction and Background
Cambodia consist of the population of 14,676,591 million with 51.% of female(NIS 2013).  The average-annual population growth rate 2013 is 1.46%. Adult Literacy Rate aged is 90.1% and 15 and over is 78.1% (CSES 2015 of MP). The total enrollment of student in primary school in 2015- 2016 is 109,7% and the 109% of them are female. The total enrollment of student in lower secondary school in is 53.8% and the 56.7% of them are female. The total enrollment of student in upper secondary school in is 24.3% and the 25.2% of them are female.

In , the students drop out in primary school are 5.8% and in lower secondary school are 19% as well as in upper secondary school are 24%. Education System In Cambodia, the state shall prepare a comprehensive and unique education system, which includes…. Formal education: An education process is provided by educational institutions with appropriate educational licenses or educational accreditation in accordance with the legal criteria and procedures stipulated in this law. Non-formal education: An educational activity is prepared and conducted outside of the framework of formal education programs with a wide range of general education and vocational skill programs. Informal education: An automatic education or self education process of lifelong through people, society, media environment, as well as other types of sources of knowledge or information.

5 II. Policy of the Ministry of Education, Youth and Sport (MoEYS)
1. Universalizing 9 years of basic education and developing opportunities for functional literacy. 2. Modernizing and improving the quality of education through effective reform. 3. Linking education/training with labor market and society. 4. Rehabilitating and developing Youth and Sport sub- sector.

6 III. Strategic Framework of the Education Strategic Plan
(ESP)   To achieve the goals of the prioritized policies, the MOEYS will take appropriate measures within the two policy areas that are aimed at: Ensure Inclusive and Equitable Quality Education and Promote Lifelong Learning Ensure Effective Leadership and Management of Education Staff at all levels

7 IV. Key policy development
 Framework and Coverage  LLL concept is within the framework of all levels of educations.  LLL concept was clearly defined in terms of all levels from National to sub-national level which cover every where and every time. LLL concept was mainstreamed through the workshop, the forum, the meeting, the teachers training and NFE curriculum. Non-Formal Education Policy was reviewed. The handbooks on LLL were developed and disseminated. Concept of LLL was introduced by CapEFA framework. LLL program which will be carried out in NFE program was approved in ESP

8 V. Effective implementation strategies
NFE Sub-Technical Working Groups always conduct the quarterly meeting. LLL Concept was mainstreamed via CLCs, Libraries, Reading centers and mobile learning van. Cooperate with NGOs, NEP, UNESCO, Development Partners, private sectors and concerned institutions to disseminate LLL concept. All concerned institutions and NGOs, IOs, private sectors are invited to disseminate LLL concept during Literacy’s Day and (National Literacy Campaign 2015). LLL concept is mainstreamed in ICT based learning for EP for lower secondary school. LLL concept is mainstreamed in new literacy curriculum for women workers at Factory.

9 VI. Challenges of Lifelong Learning
MoEYS has not approved to establish the Task Forces, the National Committee and system for LLL yet.  LLL draft policy has not developed yet. Some educators, teachers and some stakeholders could not understand well the LLL concept. LLL concept dissemination is limited. Awareness of the LLL importance is limited. Cultural or language barriers. Lack of qualified trainers. The participation of private sector is still limited. The dissemination of LLL concept via radio and TV is still limited.

Con’t Literacy survey has not been done as in the timeframe yet. Equivalency Program for Secondary education is not implemented. From those challenges, we could identify the LLL size such as LLL is big framework, so we requires to actively participate from many development partners, institutions and agencies. LLL activity cover in whole country so the capacities and the knowledge of implementer are required.

11 VII. Future policy directions
Strengthen the management and leadership capacities of educational staff at national and sub- national levels. Improve staff capacity and institutional management in schools and CLCs, vocational training centers and higher education institutions through training and incentives. Establish Task Forces and National Committee and System for LLL within the inter-ministries, local authorities and stakeholders. Expand public/NGO/community partnerships in formal and NFE in border, remote and disadvantaged areas as well as increase support for the provision of local life skills and vocational training and basic/required professional skills responsive to the needs of the social and labor market.

12 Con’t Enhance private/parent/community involvement in all stages of schooling, especially by commune councils and promoting partnerships between the public and private sector, and development partners.  Continue to increase budget expenditures. Continue to train and mainstream the LLL concept for teachers, learners and stakeholders.

13 Con’t Modernize learning materials.
LLL need to promote through formal, non-formal and informal education. Promote the LLL awareness through distance learning, e-learning and media learning system.  Follow-up for LLL. After this seminar and to access the and successfully undertake lifelong learning, our working groups have to follow-up but the MoEYS are not able to implement LLL activity without the partner development agencies because we need much budget to develop it.
