A spatialized approach of socio-economic indicators on a local scale. Experimentation on the ICZM case study Bouches du Rhône Jean-François Cadiou, Régis Kalaydjian, Eric Le Gentil, Lisa Ernoul, Coralie Beltrame, Julien Le Tellier

PEGASO project – FP7 ENV PEGASO : European project aiming at building on existing capacities to develop common novel approaches and practices for sustainable development and environmental protection of coastal zones in the Mediterranean and Black Seas

10 ICZM Collaborative Application SitES (CASES) CASE Bouches du Rhône PEGASO CASES

CASE Bouches du Rhône Rhone river 200 m Berre lagoon (excluded) FOS industry harbour complex Camargue delta Côte Bleue Marseille area CASE extent 120 km Ligurian current 4 very distinct entities

ICZM CASE Bouches du Rhône Main drivers (EEA DPSIR framework) Conserve (semi-)natural ecosystems, marine habitats, wetlands, water quality. Considered as important for population well being Development of tourism and recreational activities Preserve traditional professional fishing activities Urban, peri urban and industrial development > 1999 BdR population +47% (2 times France pop. increase rate) Marseille urban community management plan (SCOT): to inhabitants (+5%) expected in 2030 Harbor extension

Several local level management plans in the area Côte Bleue Marseille city & harbour Camargue Natural Regional Park

Focus on the interactions between the 4 distinct entities Consider relationship between coastal environment quality and socio-economic activities 1st step : territorial diagnosis (requires discussions with stake-holders) Question: Assess the impacts of current trends and management choices on the marine and coastal uses Method : Consider a baseline scenario and several variants of this trend scenario Distinguish trends independent from local decisions (national policies, industrial strategies...) and trends resulting from local decisions Characterize the elements of the baseline scenario by quantitative indicators CASE Bouches du Rhône PEGASO project approach

CASE Bouches du Rhône Indicators Sea side limits based on WFD water masses Land side, territorial unit limits base on administrative communes Select a – reduced - set of indicators applicable at local scale regarding : - ecosystem status - pressures - economic data Historical analysis Consider : - Agriculture - Urban areas - Industry - Natural protected areas - Harbours - Tourism/recreative activities - Aquaculture and fishing

Land use indicators Corine land cover base (data since 1975 in the coastal strip) Carte : Observatoire du littoral

Indicators based on INSEE statistics Source : Observatoire du Littoral

Marine environment quality Camargue FOS Mercury in sediment, Bathing water quality : 22 monitoring stations in Bouches du Rhône

Bouches du Rhone/Marseille – Example of data set : Marine benthic habitats Pas de séries historiques

Exemples of indicators Number of marinas Number of moorings Number of diving clubs Hotel capacities Tourism and recreational activities

Availability of harmonized socio-economic indicators at local scale Consideration of transport issues Key points at this stage Trafic routier entre Aix et Marseille +84% en 16 ans

Use conflicts -> field approach Key points at this stage Photo : M. Ranoux - Ladyss
