Environmental Indicators Developing a Standard for the FRS

Jan 2010: Common Challenges Identified Data quality & consistency Information sharing Inability to benchmark Lack of internal audit of activity

Property Performance Benchmarking CFOA supported pilot led by Essex Includes environmental indicators Aspect Data Comparison Energy kWh Per m2 Carbon tonnes Water m3 Per FTE Waste property benchmarking pilot group are working with IPD Occupiers who specialise in Property Databases and are engaged under contract by HM Treasury (through OGC) to benchmark the Central Civil Government Estate to support property rationalisation

Suggested National Indicators Aspect Indicator Inclusion Exclusion Energy Electricity kWh All metered energy on sites owned or leased Onsite renewable energy Gas kWh Annual % change Carbon Total tonnes CO2 Scope 1, 2 and flights Absolute figures & weather correction Other GhG Supplier emissions Tonnes CO2 from: Buildings Frontline fleet Grey fleet Flights % reduction from YEAR

Water Waste Aspect Indicator Inclusion Exclusion consumption m3 All metered water on sites owned or leased Fire fighting, recycled water Annual % change Waste tonnes produced General office/stn recycling at sites owned or leased Hazardous waste, contractor take back, significant one off collections, recycled items not weighed, items that would otherwise be disposed of at home (e.g. uniforms) Recycling rate %

Issues for Discussion Are the indicators right Methodology for measurement What do we want to achieve Consistent data collection or through to central data collection? Comparators for Improvement What do we want to compare, organisations, our own improvement, similar sites or other? m2, FTE, against baseline, annual change Do we need a pilot to test the most suitable comparator? Carbon baseline recommendations: 1990; 2008 – CRC, other Data availability Targets to adopt CO2 2020 transitional
