CENSUS 2013 Key experiences Budapest, 15-16 June 2017

Timing, methodology and legal basis Census of Population, households and dwellings in BiH was conducted from 1th to 15th of October 2013. Census was conducted by conventional methodology of total enumeration at the field, i.e. „door to door“ enumeration. Law on Census of Population, households and dwellings in BiH 2013. Census was conducted by three statistical institutions in BiH: Agency for Statistics of BiH in cooperation with Institute for Statistics of Federation of BiH and Institute for Statistics of Republika Srpska. 2

International standards Census in BiH 2013 was under monitoring of International monitoring team (IMO) Methodological basis for Census were UN/CES recommendations Questionnaires included all core topic questions of abovementioned recommendations Control List (P-3 questionnaire) Questionnaire for dwellings and households (P-2 questionnaire) Questionnaire for persons (P-1 questionnaire) 3

Questionnaire for persons 4 Besides questions on person, questionnaire covered significant set of questions on refugees and displaced persons

Questionnaire for dwelling and household 5 Besides the questions on dwelling and household, questionnaire for dwelling and household covered the set of questionnaires on buildings in which dwelling was as well as basic questions on agriculture.

Field work 30 members of cantonal census commissions 625 members of municipal census commissions 36 state instructors 184 entity instructors 2.509 municipal instructors 19.089 enumerators Census covered 24.319 enumeration areas, in total. To assess the phases of enumeration IMO MG was supported with team of 27 international observers, present at the field across the country with mandate to observe the work of all participants in Census and monitor if data collection is processed in compliance with international standards. In observation period, each municipality was visited at least once and meetings were held with all municipal commission at least once. More than 1.000 (1.093) interviews were monitored, which corresponds to enumeration of approximately 3.500 persons. Releasing the Census results 11 30.06.2016 – The Final results of Census of Population, households and dwellings in BiH released 06.04.2017 – The rest of the tables published, with data at settlement level, crossed tables publihed as well. 1 month period 1 month period

Delays Delay with the Law on Census Amendments to the Law on Census Different positions between statistical institutions in BiH during questionnaire design – formulation of sets of questions that should determine resident status Delay in adoption of “Unified program for Census data editing” 13

Experiences of Census participants For more then 20 years BiH did not conduct Census Insufficient personnel with experience in conducting the Census Introduction of technologies such as OCR/ICR technology Probabilistic method of data processing (Fellegi- Holt metod) One of the most important results of Census is experience gained for personnel in all three statistical institutions in BiH On time adoption of regulations without possibility to predict the result 14
